The present intervention concerns the Support Project for Capacity Building for the Analysis of Structural Vulnerability Factors and the Promotion of the Blue Economy (ARCEB). It aims to fill the knowledge gap by supporting the design and implementation of reforms and policies to accelerate the achievement of the African Development Bank's "High-5" priorities in Madagascar. The project has three main components: (a) capacity-building for public policy analysis; (b) support for the promotion of the blue economy; and (c) support for the coordination of activities.
