Madagascar – Financial and Institutional Governance Support Project (PAGFI)

The Financial Governance Support Project (PAGFI) is an institutional support operation in Madagascar designed to strengthen the country’s economic and financial management capacity in order to help create the conditions for inclusive growth and greater economic resilience. The project supports reforms under the General State Policy (2024–2028) and the Strategic Plan for the Modernization of Public Financial Management (2022–2026). It focuses on improving public financial management, modernizing fiscal and budget management systems, strengthening public procurement, and reinforcing internal and external control as well as anti-corruption systems. The project has three components: support to improved public financial management, strengthening transparency and control, and project management. The total project cost is estimated at UA 10.5 million, financed by an ADF loan of UA 10 million and a Government in-kind counterpart contribution of UA 0.5 million.
