Public Enterprise Governance Support Project (PEGSP) is an institutional support programme that focuses on modernising the governance of state-owned enterprises (SOEs) and improving their performance. It aims to improve the governance and performance of SOEs by modernising the regulatory framework governing these entities, strengthening the supervisory authority's financial monitoring and risk control capabilities, and introducing strategic planning tools. The project should help guarantee the viability of Mauritania's public finances and debt sustainability. More specifically, measures will be taken to improve the budgetary and accounting control of the by the supervisory authorities in order to improve the control and efficiency of public spending. Similarly, measures will be put in place to enable better monitoring of the financial situation of the SOEs and thus to better control the risks associated with them, especially in terms of their indebtedness. With regard to debt, the aim will be to build the capacity of the various parties involved, particularly in terms of debt sustainability analysis and risk quantification and management. Finally, particular attention will be paid to the issue of climate change and to raising awareness of this issue among SOEs, notably by carrying out carbon audits and assessing vulnerability to climate risks. The project contributes to climate finance, with 3 million USD of the total approved amount dedicated to adaptation.
