The Programme for the Extension and Modernisation of Airport Infrastructure (PEMIA) aims to enhance the capacity, safety and operational efficiency of Morocco’s airport system in response to strong growth in air traffic and the country’s ambition to strengthen its position as a regional and international air transport hub. The programme focuses on the modernisation and expansion of major airports, notably Marrakech, Agadir, Tangier and Fès, through the extension of passenger terminals, construction and upgrading of aircraft parking areas and taxiways, installation of modern safety and security equipment, and improvements to air navigation and operational systems. The programme also integrates climate resilience measures, energy efficiency solutions and digital technologies to improve passenger experience and operational performance. The programme is financed through a loan from the African Development Bank amounting to EUR 270 million, provided to the Office National des Aéroports (ONDA), with a sovereign guarantee from the Kingdom of Morocco through the National Enterprise Financing Guarantee Company (SNGFE). The African Development Bank financing is complemented by counterpart resources mobilised by ONDA and the Government of Morocco, as part of a broader airport investment programme supported by multiple development partners. The project is implemented by ONDA, which acts as the executing agency, in alignment with Morocco’s national aviation strategies, including Airports 2030 and Ajwae 2035 .
