Morocco – CAP Compétences 2030: Promoting Inclusive and Sustainable Vocational Training

The CAP Compétences 2030 Programme for Inclusive and Sustainable Vocational Training is a national results-based programme in Morocco designed to improve the relevance, quality, diversification, and inclusiveness of vocational training and labour market intermediation in support of the country’s employment roadmap, Vision 2030, and the New Development Model. The programme combines expanded access to apprenticeship and qualifying training, stronger public-private partnerships for strategic sector skills development, improved employment intermediation, outreach to rural youth and vulnerable groups, and digital and institutional transformation of the vocational training system. It is structured around three main results areas: (i) broader and more inclusive access to apprenticeship and vocational training aligned with labour market needs, (ii) development of skills and strategic partnerships for Morocco 2030, with stronger training-to-employment pathways, and (iii) digital transformation, institutional strengthening and operational systems upgrading. Key interventions include the scaling up of TADAROJ apprenticeship, expansion of TAEHIL, support to strategic PPP training institutes in water and sanitation in Fez and aviation, deployment of mobile units for rural areas, support to the formalization of informal units, digitalization of services at the Department of Vocational Training (DFP) and ANAPEC, and strengthening of results-based management and labour market skills anticipation systems.
