The Nigeria Special Agro-Industrial Processing Zones (SAPZ) Program – Phase II, Tranche 1 is designed as part of a multi-tranche financing (MTF) package aimed at scaling up agro-industrialization across Nigeria. Tranche 1 targets ten states—Anambra, Borno, Delta, Ekiti, Enugu, Gombe, Katsina, Kebbi, Niger, and Plateau—and focuses on developing climate-smart, gender-responsive agro-industrial infrastructure and production systems. The program has a total cost of USD 1.107 billion, financed through a combination of an African Development Bank (ADB) loan of USD 200 million, BADEA co-financing of USD 100 million, private sector equity of USD 217.55 million, and federal and state counterpart contributions totaling USD 589.48 million (USD 19.85 million in cash and USD 569.63 million in kind). The MTF approach includes three tranches, with a total envelope of USD 600 million from the Bank for Phase II, sequenced to match state-level readiness and private sector mobilization. Tranche 1 finances infrastructure for Agro-Industrial Hubs (AIHs), Agricultural Transformation Centres (ATCs), agricultural productivity support, and program coordination, forming the foundation for scaled agro-industrial development under a blended public–private model.
