Rwanda - Sustainable and Resilient Water and Sanitation Program - Sector Budget Support

The proposed operation is an ADF loan of UA 75 million to the Republic of Rwanda to finance the Rwanda Sustainable and Resilient Water and Sanitation Program (RSRWSP). RSRWSP will support the attainment of the country’s aspirations on water and sanitation as stipulated in Rwanda’s Vision 2050 and its National Strategy for Transformation 1 (NST-1, 2017-2024), and the achievement of the Sustainable Development Goal (SDG) #6 of ensuring access to water and sanitation for all by 2030. The PBO is a three-year programmatic tranching for the fiscal years 2023/24, 2024/25 and 2025/26 and is the first water sector budget support intervention in Rwanda. The operation has been designed in response to a request submitted by the Government of Rwanda (GoR) in September 2019 and presents a multi-annual framework of the program and provides a list of reform measures for the program period. It also complements the Bank’s ongoing projects in the sector: (i) Water and Sanitation Master Plan, (ii) Rwanda Sustainable Water Supply and Sanitation Program and (iii) Muvumba Multipurpose Water Resources Development Program. Two key reform areas will be targeted: (a) strengthening sector institutions for improved coordination, oversight and sustainable sector performance; and (b) strengthening efficiency and capacity for improved, sustainable and resilient service delivery. The project contributes to climate finance, with 27 million USD of the total approved amount dedicated to adaptation.
