Rwanda - Sustainable Water Supply and Sanitation Program – Additional Financing

The proposed project is a supplementary loan operation to extend the Sustainable Water Supply and Sanitation Program in Rwanda to other underserved areas. The initial phase of the program targeted the city of Kigali and the satellite towns of Rubavu, Rusizi, Nyagatare, Muhanga, Huye, Musanze and Karongi. This additional funding will cover water supply infrastructure in new areas that were not included in the initial programme funding due to lack of resources. These areas are located in the districts of Nyagatare, Gatsibo, Kayonza, Ngoma, Bugesera, Ruhango, Nyanza, Muhanga, Ngororero, Kamonyi, Musanze, Nyabihu, Rubavu, Karongi and Rutsiro. The additional funding will also support the provision of sanitation facilities in ten (10) schools and the improvement of the efficiency of some rural piped water supply systems. This operation also complements the Bank's private sector-financed Kigali Bulk Water Supply Project by connecting the water treatment plant to the city's water supply network. It will enable the Government of the Republic of Rwanda to provide improved water supply services to an additional 1.5 million people, bringing the total number of beneficiaries to 5.4 million. The programme is being implemented over 6 years (including the implementation period of the current initial funding). Its expanded scope will help the country accelerate progress towards universal access to improved water supply and sanitation services by 2024, in line with the First National Transformation Strategy (NST-1). The total cost of the programme, including additional activities, is estimated at € 379.689 million, excluding taxes and duties.
