Rwanda - Cross Border Roads Upgrading Project, Phase I

The Multinational (Rwanda/Burundi): Cross Border Roads Upgrading Project including construction of a One Stop Border Post (OSBP) at Akanyaru Haut Border has been prioritised by the two countries as part of addressing the missing road links. Indeed, missing links and poor transport infrastructure in Rwanda and Burundi are constraints to achieving the desired goals of the development strategies. The proposed project will enhance regional integration in the East African Community (EAC) by bridging vital links to the Central and the Northern Corridors and improving access to the sea for Burundi and Rwanda. Due to resource constraints, upgrading of the roads and construction of the OSBP will be completed in two phases. Phase 1 will comprise: Upgrading from gravel to bitumen 69km of roads in Rwanda (part of 213km Cross Border Roads in Rwanda), a Feasibility Study, and Detailed Engineering Designs (including ESIA, RAP, Gender impact assessments/analyses, business development opportunities’ study in the project area) of 65km of road in Burundi ; aa Feasibility Study, Detailed Engineering Design of a One Stop Border Post at Akanyaru Haut Border; and the provision of social infrastructure and related Services, and institutional support and capacity building of implementing agencies in the two countries. The actual construction and equipping of the One Stop Border Post Akanyaru Haut construction of the 65km of roads in Burundi (to be designed under phase 1), and remaining sections of Cross Border roads in Rwanda (about 144km) will be completed in Phase 2. The project primarily contributes to climate adaptation results. As such, 15% of the total approved amount is attributed as climate finance, of which 11 million USD is dedicated to adaptation.
