Senegal - Emergency Community Development Programme Support Project (PA-PUDC)

The present Support Project for the Community Emergency Development Program (PA - PUDC) is perfectly in line with the Senegal Emergent Plan (PSE), particularly in axes (i) and (ii). The program aims to contribute to the improvement of the access of rural populations to basic social services through the establishment of socio-economic infrastructures and to promote the involvement of local actors in the economic and social development of their localities. Phase 1, in which the Bank contributed through budget support, was finalized in late December 2017. The present project is the Bank's support for the first PUDC Phase 2 operation to be financed in parallel with the Islamic Development Bank (IDB), the Saudi Fund (FS) and the State of Senegal. It will improve the living conditions of the population, through substantial support for the development of agricultural value chains and better access to basic road and energy and socio-economic infrastructure. The project will be implemented over a period of four (4) years at a total cost of 162.03 million Euros. The intervention will place a strong emphasis on strengthening community development mechanisms by targeting the involvement of all actors in the implementation of the project. The main achievements expected are, among others (i) support for the establishment of 109 Rural Agricultural Societies (RAS) and 109 horticultural perimeters, including irrigation equipment (5-10 hectares); (ii) the completion of 105 boreholes and drinking water supply infrastructure (iii) the acquisition of 799 processing equipment for women and young people; (iv) the construction of 710 km of rural roads and 76 solar power plants; (v) the laying of 1023 km of medium and low voltage networks and 190 H61 substations; (vi) the construction of 70 equipped health posts.
