Seychelles – Modernization of the Audit Process and Tax Administration System
Detail:
The Modernizing Audit Process and Tax Administration System (MAP-TAS) project aims to strengthen domestic revenue mobilization and public accountability in Seychelles by modernizing tax administration and automating public sector audit processes. The total project cost amounts to UA 352,941, of which UA 300,000 is financed by the African Development Bank through a Middle-Income Country Technical Assistance Fund (MIC-TAF) grant, while UA 52,941 (15%) is provided as counterpart funding by the Government of Seychelles. The project is implemented by the Ministry of Finance, Economic Planning, Trade and Investment and directly supports the Seychelles Revenue Commission and the Office of the Auditor General. There are no external co-financiers. The operation is aligned with Seychelles’ National Development Strategy (2024–2028) under Vision 2033, the AfDB Country Strategy Paper (2021–2025), the Bank’s Ten-Year Strategy (2024–2033), and the High 5 priority “Improving the Quality of Life for the People of Africa.” It also supports the Strategy for Economic Governance in Africa (SEGA 2021–2025) and the operational priorities of the MIC-TAF related to institutional capacity building. By strengthening tax administration systems and introducing data-driven audit tools, the project contributes to enhanced fiscal governance, improved compliance, and greater transparency and accountability in public financial management.
