Sierra Leone - Enhancing Tax Compliance in Sierra Leone

The proposed project will play an important role in increasing domestic revenue mobilisation in the Sierra Leone to a level closer to the regional average. To this end, the project will tackle the low level of compliance with the current fiscal legislation while also helping to expand the tax base. This project focuses on three complementary objectives in order to enhance domestic resource mobilisation, thereby expanding the Government’s fiscal space and allowing for an increase in development expenditure directed towards the expansion of social security, the improvement of the health and education sectors and of the country’s infrastructure. The activities to be undertaken include the introduction through a complementary project of Electronic Cash Registers (ECRs) to manage GST compliance, the implementation of a long delayed reform providing for the creation of a Domestic Tax Preparer Scheme (DTPS) for SMEs, and the institution of a National Taxpayer Day (NTD). The total cost is UA 1 million, amounting to about USD 1.40million. The duration of the Project is estimated to be 12 months after approval.
