Sierra Leone - Enhancing Policy Development, Research and Capacity Building (ENPODEV) Project

The proposed capacity building support project is to sustainably improve the Government of Sierra Leone’s capacity in macro and micro economic research for policy formulation, analysis, forecasting and implementing reform programs. The Project will play a key role in supporting ongoing reforms in Public Financial Management by way of research to strengthen policy formulation and implementation. This will positively affect the quality of public financial management, aggregate fiscal discipline, strategic allocation of resources and the efficiency of public service delivery. The project provides an opportunity for a more strategic positioning of resources within a sustainable framework. This type of institutional strengthening and capacity building support is what is needed in fragile (transition) states like Sierra Leone to support the development of robust institutions for managing the economic, social and environmental pressures that often impact on a country’s ability to overcome fragility. The Project comprises components: (i)Technical assistance to the Economic Research Division (ERD), Ministry of Finance, (ii)Partial funding for research studies and(iii) Establishment of an Economic Research Resource Centre. The total cost is UA 500,000 representing about USD 700,000 and the duration is estimated at 24months after approval.
