Technical Assistance and Capacity Building Project for the setting up of the Energy Regulatory Authority (ERA) is a nationwide programme that seeks to build the capacity of the Federal Ministry of Energy and Water Resource (FMEWR) of Somalia, to better support its oversight functions over the fragile and informal energy sector of Somalia. The project has two components; (i) Development of Capacity Building plan on Sector Governance Frameworks and training manual to guide the development of appropriate skills for the sector, including Skill training and Energy Database Management of a unit within the FMEWR. It includes an assessment of capacity needs of the sector, development of capacity building plan and training manual. In addition carrying out skills training for 45 trainers (ToT) initially on energy policy, regulation, statistics, sector reforms and planning, and setting up an Energy Database Management System (EDBMS) under the management of a unit within the FMEWR to coordinate and disseminate relevant data and information on the Somali Energy sector.; and (ii)Technical Assistance to the FGS to establish an energy regulatory authority and provide support to women participation in the sector for the formalization of the highly informal Somali electricity sector.
