The Strengthening Economic Governance and Infrastructure Development Project (SEGID) is a multi-sector institutional support and infrastructure project in Somalia designed to strengthen economic governance and improve the operational efficiency of the Ministry of Finance through both institutional reforms and resilient public infrastructure. The project combines “soft” governance reforms with a “hard” infrastructure investment, namely the construction and operationalization of a new climate-resilient, secure and energy-efficient Ministry of Finance Headquarters in Mogadishu. It also supports domestic resource mobilization, public financial management, anti-corruption reforms, and transparency and accountability in the extractive sector. The project includes four components: (i) construction and operationalization of the Ministry of Finance headquarters, (ii) enhancing domestic resource mobilization, (iii) promoting accountability, transparency and combating corruption, and (iv) strengthening capacity for project management. The total project cost is estimated at UA 11.3 million, financed by an ADF-16 (PBA) grant of UA 10 million and an in-kind Government counterpart contribution of UA 1.3 million. The executing agency is the Ministry of Finance.
