Uganda - Kabale-Lake Bunyonyi/Kisoro-Mgahinga Roads Upgrading Project

The Kabale-Lake Bunyonyi/Kisoro-Mgahinga Road Project is aimed at paving two road links in South-western Uganda: Kabale-Lake Bunyonyi-Kabeho circuit and KisoroMgahinga Park Gates road. The road links have been prioritized in the National Development Plan 2020/21-2024/25 for upgrading to facilitate development of tourism and enhance accessibility to the area. While South-western Uganda region is endowed with unique environment and various wildlife, which are a great attraction to tourists, most of its road network is still unpaved. Given the wider economic multiplier effects of tourism to secondary sectors of transport and services, this intervention is critical to increased market development, job creation and advancing social inclusion. The project entails upgrading to bituminous standards 34km of the roads, construction of four landing sites on Lake Bunyonyi, construction of two roadside markets, farm produce holding facilities, and provision of two ferries, including two search and rescue boats, complete with navigational aids (NAVAIDS). Other components of the project include: Technical Assistance (TA) to support the Ministry of Works and Transport (MoWT) to strengthen its road safety regulatory function and support Uganda National Roads Authority (UNRA) to implement Inland Water Transport (IWT) aspects of the project. The project shall be implemented over a five (5) year period (2021-2025). The estimated cost including contingencies net of taxes is UA58.32 million to be jointly financed by the African Development Fund (85.7%) and the Government of Uganda (14.3%).
