Zambia - Public-Private Partnership Capacity Building Project

The Public-Private Partnership Capacity Strengthening Project (PPP- CSP) seeks to create an enabling environment and requisite capacity in PPPs, public investment management (PIM) and public procurement for private sector participation in infrastructure investments and related services. Key activities that will be supported include strengthening the PPP Regulatory framework through development of Sector specific guidelines to operationalize the PPP Amendment Act (sub-national, energy, water, transport and logistics),guidelines to support operationalization of the Project Development Support Fund, institutional strengthening of the PPP Office, development of PIM guidelines and appraisal manuals and capacity building on PIM, digitalization of the appeals and compliance monitoring modules on E-GP, development of sustainable public procurement regulations and related capacity building of Bidders and Procuring Entities in line with Public Procurement Amendment Act and project management and coordination with tracking mechanisms. These activities are considered essential to progressing economic diversification in the country by enhancing the enabling environment for private sector development. The total project cost is estimated at USD 1,000,000, to be implemented over 36 months from 2025 to 2028, for which USD 900,000 is being sought from the Fund for Private Sector Assistance (FAPA) and in-kind contribution of USD 100,000 from Government of Zambia (GoZ) in the form of dedicated staff to support the project’s implementation and overheads including office space. The Zambia’s PPP Office will be the leading institution and executing agency.
