Квалификационные требования Участники должны предоставить достаточные для Заказчика документальные свидетельства своих возможностей эффективного выполнения договора (контракта), среди которых: - копии учредительных документов (Устава организации или учредительного договора, свидетельства о регистрации (только для резидентов Республики Беларусь)); - копия приказа о назначении руководителя юридического лица либо копия доверенности, либо протокола собрания учредителей; - заявление организации об отсутствии задолженности по уплате налогов, сборов (пошлин) (только для резидентов Республики Беларусь); - документ об отсутствии задолженности по уплате налогов, сборов (пошлин), выданный уполномоченным органом в соответствии с законодательством страны, резидентом которой является участник (только для участников, не являющимися резидентами Республики Беларусь); - справку (документ) о регистрации иностранного юридического лица (только для участников, не являющимися резидентами Республики Беларусь); - документы, подтверждающие полномочия на реализацию товаров (в соответствии с законодательством страны производителя), если предлагаются не производимые им товары. В случае отсутствия возможности предоставления вышеперечисленных документов, участник процедуры закупки письменно уведомляет об этом Заказчика. В случае наличия в открытых источниках информации о задолженности по уплате налогов, информации об актуальных приказных производствах, для данного участника процедуры закупки рассматриваются условия оплаты только в размере 100 % после поставки Товара и подписания акта по настройке и запуска Товара. Иные сведения 1. Цена предложения должна быть рассчитана с учетом: - стоимости товара; - пусконаладки товара; - расходов на доставку товара; - расходов на уплаты таможенных пошлин, налогов и других обязательных платежей. Форма оплаты: безналичный расчет. 2. Условия оплаты: - оплата в размере 100 % после подписания товарно-транспортной накладной и акта о проведении пусконаладочных работ; - 50 % авансовый платеж, 50% после подписания товарно-транспортной накладной и акта о проведении пусконаладочных работ; - возможные иные условия оплаты. 3. Предложение должно быть оформлено согласно приложению к данной процедуре закупки (см. форму предложения). При этом участники должны учесть: - оригинал предложения должен быть заверен, (подписан) участником или лицом (лицами), имеющим(и) соответствующие полномочия; - указанные полномочия должны подтверждаться в доверенности, представленной в оригинале или в виде нотариально заверенной копии, приложенной к предложению. 4. Технические характеристики оборудования должны быть представлены в полном объеме в соответствии с техническим заданием (см. прикрепленный файл ТЗ). При наличии несоответствия требованиям технического задания, предложение участника будет отклонено. 5. По результатам проведения процедуры закупки фирмам, предложения которых соответствуют требованиям технического задания, будут направлены предложения об улучшении своих предложений. Qualification Requirements Participants must provide the Customer with documentary evidence of their ability to effectively fulfill the agreement (contract), including: - copies of constituent documents (the organization's Charter or constituent agreement, registration certificate (only for residents of the Republic of Belarus)); - a copy of the order on the appointment of the head of the legal entity or a copy of the power of attorney, or the minutes of the founders' meeting; - a statement from the organization on the absence of arrears in the payment of taxes, fees (duties) (only for residents of the Republic of Belarus); - a document on the absence of arrears in the payment of taxes, fees (duties), issued by an authorized body in accordance with the legislation of the country of which the participant is a resident (only for participants who are not residents of the Republic of Belarus); - a certificate (document) on the registration of a foreign legal entity (only for participants who are not residents of the Republic of Belarus); - documents confirming the authority to sell goods (in accordance with the legislation of the country of the manufacturer), if goods are offered that are not manufactured by it. In the event that it is not possible to provide the above documents, the participant in the procurement procedure shall notify the Customer in writing. In the event that there is information in open sources about tax arrears, information about current order proceedings,For this participant in the procurement procedure, only payment terms in the amount of 100% after the delivery of the Goods and the signing of the act on the setup and launch of the Goods shall be considered. The offer price must be calculated taking into account: - the cost of the goods; - commissioning of the goods; - the cost of delivery of the goods; - the cost of customs duties, taxes and other mandatory payments. Technical characteristics of the equipment must be presented in full in accordance with the terms of reference (see the attached TOR file). In the event of non-compliance with the requirements of the terms of reference, the participant's proposal will be rejected. 5. Based on the results of the procurement procedure, firms whose proposals meet the requirements of the terms of reference will be sent proposals to improve their proposals. Based on the results of the proposals received, a decision will be made on selecting the winner of the procurement procedure.
