Source de financement BUDGET INVESTISSEMENT PUBLIC(BIP) Télécharger le DAO 1.Objet New(Additif) Dans le cadre de l’exécution du Budget d’investissement Public des Exercices 2024-2025, le Préfet du Département de la Sanaga Maritime, Autorité Contractante, lance une Demande de Cotation pour l’équipement de la résidence du Délégué Départemental de l’Economie, de la Planification et de l’Aménagement du territoire de la Sanaga Maritime, Région du Littoral. 2.Consistance des prestations New(Additif)     3.Cout Prévisionnel New(Additif) Le coût prévisionnel de l’opération à l’issue des études préalables est de 8 500 000 (Huit millions cinq cent mille) FCFA 4.Allotissement New(Additif) Les prestations, objet de la présente Demande de Cotation, sont constituées en un (01) lot. 5.Participation et origine New(Additif) La participation à cette Demande de Cotation est ouverte aux entreprises camerounaises de bonne moralité, ayant une capacité financière leur permettant de livrer le matériel dans les délais. 6.Financement New(Additif) Le financement est assuré par le budget d’investissement public, exercices 2024-2025 du MINEPAT, N° d’imputation : 94 195 05 110000 524115. 7.Consultation du Dossier New(Additif) Le dossier de consultation peut être consulté aux heures ouvrables, dès publication du présent avis, à la Préfecture de la Sanaga Maritime (Secrétariat Particulier du Préfet) ou dans les services du Maître d’Ouvrage Délégué. 8.Acquisition du Dossier New(Additif) Le retrait du dossier se fera à la Préfecture de la Sanaga Maritime (Secrétariat Particulier du Préfet) sur présentation d’une quittance de versement de la somme non remboursable de 25 000 FCFA (Vingt-cinq mille FCFA) payable à la Recette des finances d’Edéa II. 9.Remises des offres New(Additif) Les offres rédigées en français ou en anglais, en sept (07) exemplaires dont un original et six copies marqués comme tels, devront parvenir au secrétariat particulier du Préfet du Département de la Sanaga Maritime au plus tard le 30/10/2024 à 11 heures et devront porter la mention : DEMANDE DE COTATION N°03/DC/C18/CDPM-SM/2024 DU02/10/2024 Pour l’équipement de la résidence du Délégué Départemental de l’Economie, de la Planification et de l’Aménagement du territoire de la Sanaga Maritime, Région du Littoral. « A N’OUVIR QU’EN SEANCE DE DEPOUILLEMENT » 10.Delai de Livraison New(Additif) Le délai de livraison est fixé à trente (30) jours à partir de la date de notification de l’Ordre de Service prescrivant de commencer la fourniture du matériel. 11.Cautionnement Provisoire New(Additif) Chaque soumissionnaire devra joindre à ses pièces administratives, une caution de soumission timbrée au tarif en vigueur délivrée par un établissement bancaire de premier ordre agréé par le Ministère des Finances, d’un montant fixé à 170 000 (Centsoixante-dix mille) FCFA et d’une durée de validité de 30 jours à compter de la date d’ouverture des offres. Le cautionnement provisoire sera libéré au lendemain de la publication des résultats pour les soumissionnaires n’ayant pas été retenus et dès la réception de la fourniture, pour le soumissionnaire adjudicataire 12.Recevabilité des Offres New(Additif) Sous peine de rejet, les pièces du dossier administratif et l’offre technico-financière doivent être placées dans des enveloppes différentes séparées et remise sous pli scellé. Les plis visés portant uniquement le numéro et l’objet de l’Appel d’Offres sont adressés à l’Autorité Contractante. Ils ne doivent donner aucune indication sur l’identité du soumissionnaire Les pièces administratives devront être produites en originaux ou en copies certifiées par les services émetteurs. Ces pièces devront obligatoirement dater de moins de trois (03) mois précédant la date de signature de l’avis d’appel d’offres et en cours de validité à l’ouverture des Offres. 13.Ouverture des Plis New(Additif) L’ouverture des offres s’effectuera en un seul temps et aura lieu le 30/10/2024 à 12 heures, heure locale, à la salle de réunion de la Préfecture par la Commission Départementale de passation des Marchés de la Sanaga Maritime. Seuls les soumissionnaires ou leurs représentants dûment mandatés et ayant une parfaite connaissance du dossier peuvent assister à la séance d’ouverture des plis. 14.Critères d'évaluation New(Additif) Les critères éliminatoires fixent les conditions minimales à remplir pour être admis à l’évaluation. Le non-respect de ces critères entraîne le rejet de l’offre du soumissionnaire. Il s'agit notamment de : •Projet de lettre commande dument rempli, paraphé et signé par le fournisseur ; •Fausse déclaration ou d’une pièce administrative falsifiée ; •Absence de la caution de soumission à l’ouverture des plis ; •Absence d’un des volumes de l’offre, •Un prix unitaire quantifié dans le BPU, •Absence ou non-conformité d’une pièce administrative 48 H après l’ouverture des offres ; •Absence de la déclaration sur l’honneur de non abandon de chantier au cours des années antérieures. 15.Attribution New(Additif) L’Autorité Contractante attribuera la Lettre-Commande au soumissionnaire ayant présenté une offre administrative conforme, techniquement éligible et présentant une offre financière évaluée la moins-disante. 16.Durée Validité des Offres New(Additif) La durée de validité des offres est fixée à 90 jours à compter de la date d’ouverture des offres. 17.Renseignements Complémentaires New(Additif) Les renseignements complémentaires peuvent être obtenus à la Préfecture de la Sanaga Maritime (Secrétariat Particulier du Préfet) ou dans les services du Maître d’Ouvrage Délégué. Estimated cost New (Addendum) The estimated cost of the operation following the preliminary studies is 8,500,000 (Eight million five hundred thousand) FCFA 4. Allocation New (Addendum) The services, the subject of this Request for Quotation, are made up of one (01) lot. 5.Participation and origin New(Addendum) Participation in this Request for Quotation is open to Cameroonian companies of good character, with the financial capacity to deliver the equipment on time. 6.Financing New(Addendum) Funding is provided by the public investment budget, 2024-2025 financial years of MINEPAT, allocation number: 94 195 05 110000 524115. 7.Consultation of the File New(Addendum) The consultation file can be consulted during working hours, upon publication of this notice, at the Prefecture of Sanaga Maritime (Private Secretariat of the Prefect) or in the services of the Delegated Contracting Authority. 8. Acquisition of the New File (Addendum) The file will be collected from the Sanaga Maritime Prefecture (Private Secretariat of the Prefect) upon presentation of a receipt for payment of the non-refundable sum of 25,000 FCFA (Twenty-five thousand FCFA) payable to the Ed�a II Finance Office. 9. "TO BE OPENED ONLY DURING THE COUNTING SESSION" 10.Delivery Time New(Addendum) The delivery time is set at thirty (30) days from the date of notification of the Service Order prescribing the start of the supply of the equipment. 11.Provisional Security New(Addendum) Each bidder must attach to their administrative documents, a bid bond stamped at the current rate issued by a first-rate banking establishment approved by the Ministry of Finance, in the amount set at 170,000 (One hundred and seventy thousand) FCFA and valid for 30 days from the date of opening of the bids. The provisional security deposit will be released the day after the publication of the results for unsuccessful bidders and upon receipt of the supply, for the successful bidder 12. Admissibility of Bids New (Addendum) Under penalty of rejection, the documents in the administrative file and the technical-financial offer must be placed in separate envelopes and delivered in a sealed envelope. The certified envelopes bearing only the number and subject of the Call for Tenders are sent to the Contracting Authority. They must not give any indication of the identity of the bidder. The administrative documents must be produced in originals or in copies certified by the issuing services. These documents must be dated less than three (03) months preceding the date of signature of the call for tenders notice and valid at the opening of the Bids. 13. Opening of Bids New (Addendum) The opening of bids will take place in one go and will take place on 10/30/2024 at 12 noon, local time, in the meeting room of the Prefecture by the Departmental Commission for the Award of Procurement of Sanaga Maritime. Only bidders or their duly authorized representatives with perfect knowledge of the file may attend the bid opening session. 14. Evaluation criteria New (Addendum) The elimination criteria set the minimum conditions to be met to be admitted to the evaluation. Failure to comply with these criteria will result in the rejection of the bidder's offer. These include: � Draft order letter duly completed, initialed and signed by the supplier; � False declaration or falsified administrative document; � Absence of the bid bond at the opening of the bids; �Absence of one of the volumes of the offer, �A unit price quantified in the BPU, �Absence or non-conformity of an administrative document 48 hours after the opening of the offers; �Absence of the declaration on honor of non-abandonment of construction site in previous years. 15.Award New (Addendum) The Contracting Authority will award the Letter-Order to the bidder having submitted a compliant administrative offer, technically eligible and presenting a financial offer evaluated as the lowest. 16.Duration Validity of Offers New(Addendum) The validity period of offers is set at 90 days from the date of opening of the offers. 17. Additional Information New(Addendum) Additional information can be obtained from the Prefecture of Sanaga Maritime (Private Secretariat of the Prefect) or from the services of the Delegated Contracting Authority.
