Le lieu de livraison est le Groupe Technique Central du PNLP. 11.Cautionnement Provisoire New(Additif) Sous peine de rejet, chaque soumissionnaire doit joindre à ses pièces administratives, un cautionnement de soumission, acquitté à la main, délivré par une institution financière agréée par le Ministre en charge des finances pour émettre les cautions dans le domaine des marchés publics et dont la liste figure dans la pièce 8 de la présente Demande de Cotation. Le montant de la caution de soumission est de deux cent quarante mille francs (240 000) francs CFA Elle devra être valable pendant trente (30) jours au-delà de la date originale de validité des offres et sera libérée d’office après publication des résultats d’attribution pour les soumissionnaires n’ayant pas été retenus. Pour le soumissionnaire attributaire de la Lettre-commande, ce cautionnement sera libéré après constitution du cautionnement définitif. Les soumissionnaires peuvent assister à cette séance d’ouverture ou s’y faire représenter par une personne de leur choix ayant une parfaite connaissance du dossier. Les offres devront être chiffrées Hors Taxes (HT) et Toutes Taxes Comprises (TTC) et accompagnées du modèle de soumission daté, signé et timbré. 14.Critères d'évaluation New(Additif)        Critères d’évaluation Ils comprennent les critères éliminatoires et les critères essentiels définis ainsi qu’il suit : Critères éliminatoires Il s'agit notamment de : Absence ou non-conformité de la caution de soumission timbrée et acquittée à la main ; Fausse déclaration ou falsification des pièces ; Absence d’une pièce administrative après épuisement du délai réglementaire, soit 48 heures à l’ouverture des offres ; Absence de la déclaration sur l’honneur de non abandon des marchés publics au cours des trois dernières années (2023, 2022 et 2021) ; Non-conformité à 100 % des caractéristiques majeurs du matériel proposé (écran, mémoire interne, caméra, ram) aux spécifications techniques demandées ; Note technique inférieure à 5 OUI/ 7 des critères essentiels.
