Provision of Cama Replacement (Stage 2) Government of Manitoba (Manitoba) currently relies on the Manitoba Assessment Valuation and Administration System (MAVAS), a legacy system built on Oracle v19C and PowerBuilder 2021, integrated with Esri Maps and ArcGIS Engine for mapping features. Recognizing the limitations and risks associated with maintaining an outdated system, Manitoba seeks to procure and implement a vendor-hosted Software as a Service (SaaS) solution for a modern Computer Assisted Mass Appraisal (CAMA) system. Manitoba is looking for a Proponent that owns their own proprietary CAMA Software as a Service (SaaS) solution and is successfully able to meet or exceed Manitoba-s requirements. Manitoba aims to enhance agility, modernization, and operational efficiency while mitigating any operational and business continuity risks linked to the outdated MAVAS. The new CAMA system aims to deliver a simpler, faster, customer-centric, and easy-to-maintain property appraisal and tax assessment platform. It will offer enhanced reliability, accuracy, data quality, robustness, and next-generation capabilities, ensuring a seamless transition from MAVAS while mitigating any operational and business continuity risks.
