Procedure Title: FV14V - Udbud af Flextrafik Variabel - Vogngrupper Description: I nærværende udbud er der tale om kørsel med vogngrupper. Tilbudsgiver skal være opmærksom på, at kørsel med vogngrupper kræver, at tilbudsgiver har personale, der konstant overvåger og håndterer kørslen via en PC og i det program, som Movia kræver anvendt. Overvågning og håndtering af driften skal ske i hele den periode, hvor operatørens vogne er i drift eller til rådighed for Movia. Kørslen kan ikke overvåges af personale, der på samme tid udfører kørsel for Movia eller andre. Hvis der ønskes kørsel med én eller flere enkeltvogne, henvises der til udbuddet FV14E. Der forventes at blive kørt ca. 1,5 mio. ture om året af den form for kørsel, der udføres i Flextrafik. For at kunne opretholde forsyningen af disse ydelser i spidsbelastningsperioder – og samtidig sikre en rentabel kollektiv trafik – anses det for værende nødvendigt at søge aftaler omfattende i alt max. 1000 vogne med hjemområde i Region Sjælland og max. 1000 vogne med hjemområde i Region Hovedstaden til at sikre forsyningssikkerheden i den kommende kontraktperiode. Den udbudte kørsel er variabel, hvilket betyder, at Movia ikke garanterer nogen fast mængde af kørsel til den enkelte operatør, der indgås kontrakt med. Tilbudsgiver skal dog være opmærksom på, at kontrakten indeholder krav om, at tilbudsgiver på visse dage er forpligtet til at køre med op til 75% af de igangsatte vogne. Movia Flextrafik varetager kørsel for kommuner og regioner. Movia Flextrafik planlægger og udbyder kørslen, indgår aftaler med vognmænd eller taxafirmaer og varetager alt vedrørende driftsproblemer. Movia Flextrafik sørger desuden for kvalitetssikring i forhold til chaufføruddannelse og vognenes indretning. Flextrafik udbydes i overensstemmelse med EU-reglerne for området og omfatter seks forskellige kørselstyper: Flexhandicap, som er en lovbestemt ordning, beregnet til gangbesværede borgere, der har fået udleveret ganghjælpemidler fra det offentlige. Flexpatient er et lovbestemt kørselstilbud til og fra hospital for borgere i Region Sjælland og Region Hovedstaden. Flexkommune er typisk kørsel til læge, speciallæge, genoptræning osv. Det er den enkelte kommune, der afgør, om kørselsordningen skal være et tilbud til borgerne i kommunen, og det er kommunen, der visiterer borgerne til den.
