Hankintayksikkö toteuttaa palveluntuottajarekisterin sisällä kilpailutuksia tarpeensa mukaan. Hankintamenettely on kaksivaiheinen. Päästäkseen tuottamaan palveluja palveluntuottajan on ensin jätettävä osallistumishakemus ja tultava hyväksytyksi palveluntuottajarekisteriin. Tämän jälkeen palveluntuottaja voi tehdä tarjouksia vastaamalla hankintayksikön lähettämään tarjouspyyntöön. Osallistumishakemuksen tekeminen ei velvoita palveluntuottajaa tekemään tarjousta, vaan palveluntuottajat voivat tehdä tarjouksia harkintansa mukaan. Palveluntuottajarekisteri on jaettu luokkiin. Kuhunkin luokkaan hyväksytään luokan soveltuvuus- ja vähimmäisvaatimukset täyttävät palveluntuottajat. Hankintaan sovelletaan hankintalain 12 luvun säännöksiä ja 3 §:n mukaisia hankintojen yleisiä periaatteita. Hankinta toteutetaan joustavana sähköisenä palveluntuottajarekisterinä, (jatkossa palveluntuottajarekisteri), joka tarkoittaa Itä-Uudenmaan hyvinvointialueen (jatkossa hankintayksikkö) suunnittelemaa ja kuvaamaa hankintalain periaatteiden mukaista menettelyä hankinnan kohteena olevien palveluiden hankkimiseen. Kyseessä ei ole hankintalain 42 §:n tarkoittama puitejärjestely. Hankinnan sähköisenä järjestelmänä hyödynnetään soveltuvin osin hankintalain 49–52 §:n tarkoittamaa dynaamista hankintajärjestelmää. Palveluntuottajarekisteri perustetaan ja sitä täydennetään rajoitetun menettelyn kaltaisella menettelyllä. Palveluntuottajarekisteri on koko voimassaolonsa ajan avoin kaikille soveltuvuusehdot täyttäville palveluntuottajille. Palveluntuottajat hakeutuvat palveluntuottajarekisteriin jättämällä osallistumishakemuksen hankintailmoituksen ja osallistumispyynnön mukaisesti. Palveluntuottajarekisteri on voimassa viisi (5) vuotta sen perustamisesta lukien. Hankintayksikkö hyväksyy perustamisvaiheessa ja myöhemmin hankintavaiheessa palveluntuottajarekisteriin kaikki ehdokkaat, jotka täyttävät soveltuvuudelle asetetut luokkakohtaiset vaatimukset.   Hankintayksikkö käsittelee osallistumishakemukset seuraavasti: • ehdokkaiden soveltuvuuden tarkastus • soveltuvuustarkastukseen perustuva ehdokkaiden valinta palveluntuottajarekisterin luokkiin ja • hankintapäätös ehdokkaan valinnasta ja sen tiedoksi antaminen. Erityisen osallisuuden tuen tarkoituksena on turvata vammaisen henkilön oikeus osallistua ja päästä osalliseksi sosiaaliseen vuorovaikutuksen tilanteissa ja vapaa-ajan toiminnassa myös silloin, kun hän ei kykene itsenäisesti tai tuettuna muodostamaan ja ilmaisemaan tahtoaan avun sisällöstä tai kun henkilökohtainen apu ei ole hänelle sopiva palvelu.
