Overview	Restaurant Meritullin and Restaurant Vaskipohja Purchase of Human Resources Services The service provider manages the staff restaurant service (lunch and café service) as a business for its own account and receives compensation from the restaurant's customers and is a license agreement within the meaning of the Procurement Act. The service provider has access to the kitchen, restaurant, storage and social facilities, and fixed equipment, water, energy, property maintenance, wastewater and waste management for free operations. The service provider must directly transfer the interests he or she has received directly to the prices of products and services. In the case of meeting and representation services, this is a service procurement where the service and costs are paid for by the ministry to be ordered. As these areas cannot be objectively separated, the provisions applicable to the contractual object (access agreement) shall apply to the procurement.
