Rintasyöpäseulontapalvelujen hankinta Rintasyöpäseulontapalvelujen hankinta Hankinnan kohteena on rintasyöpäseulontapalvelujen kokonaisuus Etelä-Pohjanmaan hyvinvointialueen tarpeeseen hankintakaudelle 1.1.2025 – 31.12.2026 ja optioina vuosille 2027 ja 2028. Seulontoja säätelevät valtioneuvoston asetus, säteilylainsäädäntö ja viranomaisohjeet. Terveydenhuoltolaki 30.12.2010/1326:n nojalla Etelä-Pohjanmaan Hyvinvointialueen on järjestettävä alueellaan valtakunnallisen seulontaohjelman mukaiset seulonnat. Etelä-Pohjanmaan hyvinvointialue kilpailuttaa mammografiaseulontakokonaisuuden, joka käsittää 1. kutsu- ja vastausjärjestelmän (kutsuissa henkilökohtainen aika varattu), muistutuskutsun, mammografiatutkimuksen, mammografiakuvien tulkinnan ja kirjallisen lausunnon tutkimuksesta. Kutsu- ja vastauskirjeet tulee laatia Syöpärekisterin mallin mukaisesti. 2. tarpeelliset täydennystutkimukset, joihin kuuluvat täydentävä mammografiatutkimus, ultraäänitutkimus, kohdekuvat ja kohdesuurennuskuvat. Täydennyskuvauksen yhteydessä tutkittavasta rinnasta otetaan myös sivukuva löydöksen paikallistamiseksi. 3. täydennystutkimusten yhteydessä mahdollisesti tarvittavat paksuneulanäytteiden ottamiset, näytteiden analysointi ja patologin lausunnot sekä potilaan patologian näytelasit/paksuneulanäytteet tulee toimittaa Tilaajan patologian laboratorioon viikon sisällä Tilaajan pyynnöstä. Palveluntuottaja järjestää paksuneulanäytteiden kuljetuksen. Kaikista epäilyttävistä muutoksista rintojen ja kainaloiden alueelta on otettava paksuneulanäyte ja pieniin muutoksiin tulee asettaa metalliset biopsiamerkit näytteenoton yhteydessä, jotta ne löytyvät tarvittaessa myöhemmin. 4. palveluun kuuluu myös täydennystutkimusten vastaus- ja ohjauspalvelu ja hoitoon ohjaus, sekä jatkolähetteen laatiminen. 5. Potilaan seulontatutkimusten väli saa olla 20 - 26 kk säädösten mukaisesti eli kutsut tulee aikatauluttaa siten, että seulontatutkimusten väli on edellä mainitun mukainen ja vastaus tulee toimittaa potilaalle kuukauden kuluessa. Varmistustutkimusten näytteenottoineen tulee olla suoritettuna kuukauden kuluessa seulontakuvauksesta ja vastaus tulee toimittaa potilaalle kolmen viikon kuluessa. Palveluntuottaja suorittaa tutkimukset omilla laitteillaan Etelä-Pohjanmaan hyvinvointialueen edellyttämissä tiloissa. Tutkimukset, varmistustutkimukset ja näytteenotot tulee suorittaa Etelä-Pohjanmaan hyvinvointialueen alueella lähipalveluna ja toimintatapa tulee kuvata tarjouksessa. Väestöpoiminta tehdään ajan tasalla olevasta väestötietojärjestelmästä (väestörekisterikeskus) tai Syöpärekisterin kutsupalvelusta. Tarjouspyynnössä esitetyt määrät saattavat ylittyä tai alittua sopimuskauden aikana. Etelä-Pohjanmaan hyvinvointialue ei sitoudu hankkimaan Palveluntuottajalta mitään tiettyä määrää palvelua. Pursuant to the Health Care Act 30.12.2010/1326, the Southern Ostrobothnia Welfare Region must organize screenings in accordance with the national screening program in its area. The South Ostrobothnia welfare region is bidding for a mammography screening package, which includes 1. an invitation and response system (in invitations, personal time is reserved), a reminder invitation, mammography examination, interpretation of mammography images and a written statement about the examination. The invitation and response letters must be drawn up according to the Cancer Registry's model. 2. necessary supplementary examinations, which include supplementary mammography examination, ultrasound examination, target images and target magnification images. In connection with the supplementary imaging, a side image is also taken of the breast to be examined to localize the finding. 3. In connection with the follow-up examinations, the taking of thick-needle samples, the analysis of the samples and the pathologist's statements, as well as the patient's pathology specimen slides/thick-needle samples, must be delivered to the Subscriber's pathology laboratory within a week at the Subscriber's request. The service provider arranges the transport of needle samples. A thick-needle sample must be taken of all suspicious changes in the breast and armpit area, and metallic biopsy markers should be placed on small changes during sampling so that they can be found later if necessary. 4. the service also includes an answer and guidance service for follow-up examinations and treatment guidance, as well as preparation of a follow-up referral. 5. The interval between the patient's screening tests must be 20 - 26 months in accordance with the regulations, i.e. the invitations must be scheduled in such a way that the interval between the screening tests is as mentioned above and the answer must be delivered to the patient within one month. Confirmatory tests with sampling must be completed within one month of the screening and the answer must be delivered to the patient within three weeks. The service provider performs the tests with its own equipment in the premises required by the welfare region of Southern Ostrobothnia. Tests, confirmation tests and sampling must be performed in the South Ostrobothnia welfare area as a local service, and the method of operation must be described in the offer. Population sampling is done from an up-to-date population information system (population register center) or from the Cancer Register's call service.
