Description of the procurement Kaikkien tämän dynaamisen hankintajärjestelmän avulla hankittavien kohteiden toteutus kilpailutetaan erillistoimeksiantoina dynaamiseen hankintajärjestelmään 2022-2025 hyväksyttyjen tarjoajien eli DHJ -urakoitsijoiden kesken. Hankinnan kohteena olevat paikkaus- ja päällystysurakat sekä näiden yhteydessä tehtävät rakenteenparantamis- ja kuivatuksen kunnostustyöt on jaettu kahteen kokonaisuuteen, joille on omat asiakirjakokonaisuudet: - Päällysteen paikkaustöiden asiakirjat (A) - Päällystystöiden asiakirjat (B) Jokaisessa erillistoimeksiannossa määritetään, käytetäänkö päällysteen paikkaustöiden (A) vai päällystystöiden (B) asiakirjakokonaisuutta tai mahdollisesti myöhemmin DHJ:n aikana niiden yhdistelmää, jolloin yksittäisen erillistoimeksiannon kohteena voi olla sekä A-osan että B-osan töitä. Päällysteen paikkaustyöt (A) hankitaan yksikköhintaurakoina, jotka voivat perustua kumppanuustoimintaan. Päällystystyöt (B) hankitaan kokonaishintaperusteisina kokonaisurakoina. Mikäli hankinta tehdään A- ja B-osan yhdistelmänä, toteutetaan osa erillistoimeksiannosta kokonaishintaisena ja osa yksikköhintaisena. Laadunvarmistamisen muotona on laatuvastuurakentaminen. Erillistoimeksianto voi sisältää yksittäisen kohteen tai työlajin. Erillistoimeksianto voi olla myös useita vuosia kestävä ja sisältää useita kohteita, kohdejoukkoja ja/tai työlajeja. Töiden tarkempi sisältö, maantieteellinen sijainti, kohteet sekä kohteiden laajuus määrätietoina ilmoitetaan jokaisen erillistoimeksiannon kilpailutusasiakirjoissa. Erillistoimeksiantokohtaisten tarjousten tulee perustua tarjouspyynnössä annettuihin lähtötietoihin. Erillistoimeksiannossa voidaan asettaa vähimmäisvaatimuksia urakan työnjohtotehtävissä toimiville ja/tai urakan muulle henkilöstölle. Tilaajan arvion mukaan suurin osa dynaamisen hankintajärjestelmän sisällä tehtävistä yksittäisistä erillistoimeksiannoista vaihtelee arvoltaan 0,1 - 20 miljoonan euron välillä. Kilpailutusten ratkaisuperuste määritetään erillistoimeksiantokohtaisesti. Ratkaisuperusteena käytetään kokonaistaloudellisen edullisuuden halvinta hintaa tai parasta hinta-laatusuhdetta ottaen huomioon erillistoimeksiantojen tarjouspyyntöasiakirjoissa esitetyt vertailuperusteet.
