| Overview | Public Service Delegation for the Management and Operating of the Heat Network of the Cities of Melun and Vaux-Le-Penil The towns of Melun and Vaux-le-Penil form a group which is the organizing authority for the public service for the production and distribution of heat energy in their territories. The operating methods of this group are specified in the Program Document. The town of Melun isthe coordinator of this group. By deliberation of the Municipal Councils of Melun and Vaux-le-Penil, respectively on February 1 and 8, 2024, the Communities confirmed the principle of a public service delegation for management and operation of the heating network. This consultation aims to designate the public service delegate who will operate the heating network of the towns of Melun and Vaux-le-Penil. The envisaged contract is a public service delegation agreement in accordance with articles L1411-1 of the General Code of Territorial Communities. The pprocedure used is an open procedure. Candidates must submit their application file as well as their offer simultaneously (The application documents and the offer will nevertheless be presented in separate files), under a single cover.
