Alle Kosten, die dem Bewerber durch die Teilnahme an dem Verfahren entstehen, werden vom Auftraggeber nicht vergütet. Der Bieter muss für alle 3 Stufen des Verfahrens vom Auftraggeber freigegeben sein, ansonsten ist eine Teilnahme am weiteren Vergabeverfahren eines Auftrages nicht möglich.
