Aufgrund der Vielzahl an Teilprojekten und der sich durch den Umbau im Bestand ergebenden Komplexität ist ein gesamthaftes Multiprojektmanagement auf der Ebene des Gesamtprojektes von zentraler Bedeutung für den Projekterfolg. Auch gilt es, den Instandhaltungsstau zu beseitigen.
