Durch die exponierte Lage im Wattenmeer sind die Inseln und ihre Bewohner auftretenden Sturmfluten besonders ausgesetzt. Die Insel Pellworm ist aufgrund Ihrer Lage und Beschaffenheit besonders zu betrachten. Sie ist ein Überrest einer einst ausgedehnten Marschenlandschaft, welche vor allem durch schwere Sturmfluten geformt wurde. Sie wird durch einen 8 Meter hohen und 25 km langen Deich geschützt. Dahinter liegt die Insel im Schnitt ca. einen Meter unter dem Meeresspiegel. Im Falle eines Deichbruchs würde die Insel, wie eine Badewanne, schlicht volllaufen. Die Bewohnerinnen und Bewohner von Pellworm verfügen zurzeit über keinen gesicherten Evakuierungs- bzw. Fluchtpunkt. Mit dem zu erstellenden Konzept sind organisatorische Lösungsmöglichkeiten sowie Maßnahmen zur Verbesserung des Hochwasserschutzes innerhalb der Insel zu entwickeln und zu bewerten in Bezug auf die Realisierbarkeit und Kosten der Maßnahmen.
