Procedure 2.1. Procedure 2.1. Procedure Title: Reuse of the Neurocenter - Rope safety Description: The site of the University Hospital Bonn (UKB) extends over a total area of approx. 43 hectares on the Venusberg. In the south of the campus, the new NPP and DZNE buildings, the existing buildings of the Neurosurgery and Epileptology departments, as well as Life&Brain and Building 75 (laboratory including animal husbandry) form the neuroscience focus. The neuroscientific focus, together with the immunological focus, has developed into a defining focus of the University of Bonn. In particular, together with the German Center for Neurodegenerative Diseases in the Helmholtz Association (DZNE) and the neuroscientific focus of the Caesar Research Center in the Max Planck Society, the neuroscientific focus is developing into a location of international significance. The current structural structure of the University Hospital Bonn must be restructured in terms of operational organization. In particular, the division into several, sometimes far-flung locations and the pavilion structure on the Venusberg raise the following problems, among others: uneconomical duplicate provision of necessary infrastructure, long distances and high transport volumes, as well as uneconomical small units due to the given building structure. The possibility of presenting or adapting processes more efficiently is lacking due to this structure. A viable concept in the form of a master plan was therefore developed to make the University Hospital Bonn competitive and future-proof. The master plan is updated annually and adapted to new findings. The implementation of the NPP (Neurology, Psychiatry and Palliative Medicine) project represents a significant milestone in achieving the centralisation of clinical operations on the Venusberg campus as envisaged in the master plan. This will involve the centralisation of key functions of patient care (wards, outpatient clinics, etc.).) from the existing neurology building (Building 082) are housed in the new NPP building mentioned above, freeing up large areas of the existing building. The subsequent use of these areas, which will be created after a general renovation and various conversions, is the subject of the planning service to be awarded here. In contrast to the structural and scientific development of the neuroscientific focus, the space situation in the scientific-theoretical area has not developed congruently. In the new NPP building, only space is available for patient-oriented research. However, since space is also urgently needed for scientific research, the planning for the subsequent use of Building 082 is to be largely intended for laboratory space. General description of the requirements for the planning contract for the conversion work in the building complex of Buildings 81 and 82: The Neurocenter building complex emerged from a competition at the end of the 1950s. The so-called Nerve Clinic (now Neurology, Building 82) was realized as the first construction phase of the competition results in 1965. The neurosurgery department (building 81) was built as the second construction phase in 1971 in this competition, so that the rooms in the Wilhelmstrasse building (in the city area) could be vacated. The structure of both buildings means that many rooms are located inside and therefore do not receive daylight (limited workspace conditions). There are direct structural connections between the two buildings on the ground floor and the first basement. The only lecture hall (190 seats) in the complex, which extends from the ground floor to the first basement, is located in the area connecting neurology to neurosurgery. It has its own entrance and can also be accessed from within the building. In order to strengthen research, parts of the basement were converted into laboratories, particularly in the neuro/nerve center (building 82). Areas of this were affected by the "NPP extension" project. Numerous laboratory rooms cannot be used in the previous sense, either because the rooms have lost their access to daylight or because they had to be upgraded as replacement space. In the course of the "Reuse of the Neurocenter" project, areas in buildings 81 (neurosurgery) and 82 (psychiatry/neurology) are mainly being considered. In the latter in particular, larger areas will be freed up upon completion of the NPP, which will enable a structural reorganization and the coverage of acute space requirements. The aim is to meet the proven need for (research) space under the premise of merging the partially scattered areas and converting as little space as possible. As part of an open procedure, the rope safety work trade is to be commissioned first.
