Description of the procurement ESB’s core values are based on the philosophy of operating our business with integrity and with complete respect for people and the environment with which we interact. Due to continued growth in our business, ESB now wishes to extend its network of expert resources to a second phase to support delivery of its national and international assignments, and to that end invites further expressions of interest from interested parties to participate in a Qualification system which will be used to source suitable individuals for future assignments. Suppliers who applied under phase 1 need not re-apply. The objective is to establish a list of pre-qualified expert consultants/professionals under specific Lots who are qualified to provide assistance to ESB in the provision of services to our clients. Thereafter, as demand requires, ESB may operate a further pre-qualification stage to short-list further based on more specific information. The ultimate aim being to identify up to 3 suitable candidates to invite into a negotiation round for each assignment requirement. The Qualification system is open both to consultancy companies ("Consultancy Companies") as well as independent individual expert consultants ("Individual Consultants"). However, the pre-qualification process will only consider details of named individual consultants whether originating from consultancy companies or independent individual expert consultants. Regions of operation are primarily: Europe, Asia, Middle East, Philippines, Africa and Canada. Qualification for the system Conditions to be fulfilled by economic operators in view of their qualification: Registration on Achilles Supply-Line constitutes the basis for applicant list selection. Interested parties may join Achilles supply-line, free of charge, at Level 1 (contract value up to 50 000 EUR) and enter basic information, specifying the Lot or Lots they wish to join. Applicants have the option to apply for registration at Level 2 (contract value from €50,000 to the EU threshold 443 000 EUR), or Level 3 (contract value above the EU threshold 443 000 EUR) at their own discretion. Upgrading registration to these Levels will be paid for by the Contracting entity under a Buyer pays model and provision of additional information on the supplier’s business operations and systems will be required. For this particular process registration at Level 1 will not preclude the supplier from being considered for selection for contracts valued greater than 50 000 EUR. Methods according to which each of those conditions will be verified: All applicants who meet the Minimum Pre-qualification Requirements are deemed qualified at Level 1, and eligible for selection for specific projects of a Level 1 value (up to 50 000 EUR) through the procedure outlined below in section 2.2 ESB Internal Process Brief.
