(9)当該事業の実施に必要な資格等(作業内容に応じて、労働安全衛生法等に基づき必要とされている伐木等特別教育修了者、刈払機取扱作業者に対する安全衛生教育修了者、車両系建設機械運転技能講習修了者、伐木等機械の運転業務特別教育修了者等)を有している者を配置できること。 また、発注対象事業と同種の事業について、公告日が属する年度の前年度から過去2ヶ年度に「国有林野事業の素材生産及び造林に係る請負事業成績評定要領の制定について(平成20年3月31日付け19林国業第244号林野庁長官通知)」による事業成績評定を受けた事業がある場合には、入札しようとする者の2ヶ年度の契約ごとの評定点の合計を契約件数で除した平均が65点以上の者であること。なお、共同事業体構成員としての実績は、出資比率20%以上の事業に限る。 本事業については、請負者が追加で費用を要する新型コロナウイルス感染症の感染防止対策を実施する場合に設計変更等の協議の対象となる。 請負者からの申し出により、請負者による事業計画書等への反映と確実な履行を前提として設計変更等を行い、必要に応じて請負代金額の変更や事業期間の延長を行う。 (4)特別な事情がある場合は、契約内容を変更することがある。 (6)電子調達システムによる手続き開始後の紙入札への途中変更は、原則として行わないものとするが、入札参加者側にやむを得ない事情が生じた場合には、発注者の承諾を得て紙入札に変更することが出来るものとする。 ８ 入札保証金及び契約保証金(1)入札保証金:免除(2)契約保証金:免除９ 落札者の決定方法１１ 契約書作成の要否契約締結に当たっては、契約書を作成するものとする。 (1)分任支出負担行為担当官は、予定価格が１千万円を超える製造その他の請負契約について、調査基準価格を下回って入札が行われた場合は、入札を「保留」とし、契約の内容が履行されないおそれがあると認められるか否かについて、入札者から事情聴取、関係機関の意見照会等の調査を行い、落札者の決定をする。この調査期間に伴う当該事業の事業期間の延期は行わない。 (2)その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すおそれがあって著しく不適当であると認められるときは、予定価格の範囲内の価格をもって申し込みをした者のうち「入札価格」が低い順から他の者をもって申し込みをした者を当該契約の相手方とすることがある。 落札者の決定は、競争参加資格の確認がされた者の中で、予決令第79条の規定に基づき作成された予定価格の制限の範囲内で、最低の価格をもって有効な入札を行った者を落札者とする。 なお、上記の条件を満たした上で、最低の価格をもって有効な入札を行った者が2者以上ある場合には、該当者にくじを引かせて落札者を決定する。 １０ 伐倒駆除の予定木は、胸高部位にナンバーテープ及び白テープで表示している。(駆除の方法)２ 伐倒、枝払、玉切、集積の各方法(１)伐倒① 伐倒作業は、残存木及び施設(既設防護柵)等の保護に努める。② 伐倒方向は原則として等高線方向とする。③ 伐倒高は、伐倒木の転動防止の利用も考えることから腰の高さ程度とする。ただし、安全上これによりがたい場合は監督員の指示により行う。④ 伐根にはナンバーテープの番号を木材チョーク等で表示する。(２)枝払急傾斜地では伐倒木を安定して存置させる目的があることから、枝は適度な長さを残して切断する。(３)玉切伐倒木がなるべく地面に接地するようにするため、材の曲がり等を考慮した玉切を基本とする。(４)転動防止玉切した材の転動防止を図るため、伐倒木の根株等を利用し３箇所以上の止めを行い、転動することがないよう措置する。(５)伐倒木以外の保残予定木以外は林地保全上保残する必要があることから、伐倒に伴う安全作業上やむを得ない場合を除き保残する。(実施状況の記録)３ 共同事業体を結成し入札参加する場合は、その共同事業体の名称並びに共同事業体の代表者及びその他の構成員が判る協定書等を提出すること。 配置予定技術者等について直接雇用・下請等の別、常用・臨時の別及び社会保険等(健康保険、年金保険、雇用保険)への加入状況等を記載すること。また、保険加入状況を証明する資料を添付すること。なお、社会保険の証明書類において被保険者等記号・番号が記されている場合は、当該記号・番号にマスキングを施したものを添付すること。 本競争の参加希望者は、入札公告２に掲げる競争参加資格を有することを証明するため、次に掲げるところに従い、競争参加資格確認申請書(以下「申請書」という。)及び競争参加資格確認資料(以下「資料」という。)を提出し、分任支出負担行為担当官から競争参加資格の有無について確認を受けなければならない。
