電子調達システム対象本案件は、資料等の提出、入札等を電子調達システムで行うため、電子調達システムによる場合は、電子認証(ICカード)を取得していること。なお、電子調達システムによりがたいため、入札書等を持参し、入札の参加を希望する者(以下「紙入札による参加を希望する者」という。)は、その承諾願いを支出負担行為担当官東京航空局長(以下「支出負担行為担当官」という。)に提出することで、入札に参加することの承諾を得ることができる。(6) 総合評価落札方式による実施本案件は、価格以外の要素と価格を総合的に評価して落札者を決定する総合評価落札方式(施工能力評価型(Ⅰ型))により実施する。なお、本案件は、賃上げを実施する企業に対して総合評価における加点を行う工事である。(7) 契約後VE方式による実施本案件は、契約締結後に施工方法等の提案を受け付ける契約後VE方式の試行工事である。但し、総合評価に係る技術提案の範囲は対象としない。(8) 建設リサイクル法対象工事本案件は、「建設工事に係る資材の再資源化等に関する法律」(平成12年法律第104号)に基づき、分別解体等及び特定建設資材廃棄物の再資源化等の実施が義務付けられた工事である。(9) 週休2日促進工事本案件は、発注者が週休2日に取り組むことを指定する週休2日促進工事(発注者指定方式)である。2.競争参加資格(1) 予算決算及び会計令(以下「予決令」という。)第70条の規定に該当しない者であること。なお、未成年者、被保佐人又は被補助人であって、契約締結のために必要な同意を得ている者は、同条中、特別の理由がある場合に該当する。(2) 予決令第71条の規定に該当しない者であること。(3) 競争参加資格の確認本案件の参加希望者は2.に掲げる競争参加資格を有することを証明するため、申請書及び資料を提出し、支出負担行為担当官から競争参加資格の有無について確認を受けなければならない。なお、2.(3)に掲げる事項を満たしていない者も申請書及び資料を提出することができるが、2.(1)、(2)及び(4)から(10)に掲げる事項を満たしている時は、開札時において、2.(3)に掲げる事項を満たしていることを条件として競争参加資格が有ることを確認するものとする。但し、当該確認を受けた者が入札に参加するためには、開札時において2.(3)に掲げる事項を満たしていなければならない。(6) 入札の無効2.に掲げる資格のない者のした入札、申請書又は資料に虚偽の記載をした者のした入札並びに入札説明書(仕様書等添付書類を含む。)及び国土交通省航空局競争契約入札者心得において示した条件等入札に関する条件に違反した者のした入札は無効とし、無効の入札を行った者を落札者としていた場合には落札者決定を取り消す。なお、支出負担行為担当官により競争参加資格のある旨を確認された者であっても、開札時において2.に掲げる資格のないものは、競争参加資格のない者に該当する。(7) 入札方法入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、本案件に係る諸経費等を含め見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(1円未満の端数は切り捨て。)をもって落札価格とする。原則として、当該入札の執行において入札執行回数は2回を限度とする。なお、当該入札回数までに落札者が決定しない場合には、原則として予決令第99条の2の規程に基づく随意契約には移行しない。(8) 落札者の決定方法予決令第79条の規定に基づいて作成された予定価格の制限の範囲内の入札価格であり、総合評価による評価値の最も高い者を落札者とする。但し、落札者となるべき者の入札価格によっては、その者により当該契約の内容に適合した履行がなされないおそれがあると認められるとき、又はその者と契約を締結することが公正な取引の秩序を乱すこととなるおそれがあって著しく不適当であると認められるときは、予定価格の制限の範囲内の価格をもって入札した他の者のうち評価値が最も高い者を落札者とすることがある。なお、落札者となるべき者が2者以上となった場合は、くじにより落札者を決定するものとする。(9) 機器撤去工事(CCS-14A、TEPS-15、TDU-14、FACE-13,18、TEAM-15、ADEX-19、TOPS-19、RCM-07-2、TV/TU/RV/RU-07、DREC-2004A)〔工事場所:札幌航空交通管制部〕■札幌RCAG防護対策設備設置工事発注概要:本工事は、札幌RCAG送信局舎、札幌RCAG受信鉄塔及び関連施設に防護対策設備の設置を行うものである。【内容】(1) 防護対策工事[工事場所:札幌航空交通管制部]競争参加資格の「予決令第73条の規定に基づき、支出負担行為担当官東京航空局長が別途定める競争参加資格要件事項を全て満たす者であること。」とは、以下に掲げる事項とする。なお、当該契約の入札に参加するためには、競争参加資格の全ての事項を満たす者であること。【別紙】(1) 次に掲げる基準を満たし、建設業法に定める主任技術者又は監理技術者を当該工事に配置できること。なお、専任の要否は関係法令によるが、当該工事は、建設業法第26条第3項ただし書の規定の適用を受ける監理技術者の配置は認めない。① 上記(1)に示す要件を満たす工事の経験(a)は1件以上、b)は2件以上)を有する者であること。② 監理技術者にあっては、監理技術者(通)資格を有する者であること。③
