入札の無効2.に掲げる資格のない者のした入札、申請書又は資料に虚偽の記載をした者のした入札並びに入札説明書(仕様書等添付書類を含む。)及び国土交通省航空局競争契約入札者心得において示した条件等入札に関する条件に違反した者のした入札は無効とし、無効の入札を行った者を落札者としていた場合には落札者決定を取り消す。なお、分任支出負担行為担当官により競争参加資格のある旨を確認された者であっても、開札時において2.に掲げる資格のないものは、競争参加資格のない者に該当する。(6) 入札方法本案件は一定期間において必要数量を入札の時点において決定することができないため、単価契約によるものとし、入札者は、契約希望単価(円単位までとする。)に予定数量を乗じた総価をもって見積もるものとする。入札者は、消費税及び地方消費税に係る課税事業者であるか免税事業者であるかを問わず、本案件に係る諸経費等を含め見積もった契約希望金額の110分の100に相当する金額を入札書に記載すること。落札決定に当たっては、入札書に記載された金額に当該金額の10%に相当する額を加算した金額(1円未満の端数は切り捨て。)をもって落札価格とする。原則として、当該入札の執行において入札執行回数は2回を限度とする。なお、当該入札回数までに落札者が決定しない場合には、原則として予決令第99条の2の規定に基づく随意契約には移行しない。(7) (6) Bidding method Since the required quantity for a certain period cannot be determined at the time of bidding, the contract will be based on a unit price contract, and the bidder will estimate the total price by multiplying the desired contract price (up to the unit of yen) by the planned quantity. Regardless of whether the bidder is a taxable entity or an exempt entity with respect to consumption tax and local consumption tax, the bidder must state in the bid document an amount equivalent to 110/100 of the desired contract amount estimated including various expenses related to this project. When deciding on the successful bid, the successful bid price will be the amount stated in the bid document plus an amount equivalent to 10% of the said amount (fractions less than 1 yen will be rounded down). In principle, the number of times that the bid is executed in the execution of the said bid is limited to two. In addition, if the successful bidder is not determined within the said number of times, the contract will not be transferred to a discretionary contract based on the provisions of Article 99-2 of the Budgetary and Accounting Order in principle.
