業務の目的本業務は、香南市が管理する道路橋の損傷状態を把握するために近接目視を基本とする点検及び健全性の診断を実施し、点検結果をもとに保全対策のためのコストの最小化・平準化が図られるよう機能保全計画を策定するものである。なお、点検方法は、高知県土木部道路課制定の「高知県道路橋定期点検要領(案)(以下、「点検要領」という。)」に基づき実施し、計画策定にあたっては、「農道保全対策の手引き(令和3年4月)」に基づき作成するものとする。第４条 業務内容(１)業務計画業務の目的・趣旨を把握したうえで、設計図書に示す内容を確認し共仕第1111条に基づき、業務計画書を作成し、調査職員に提出するものとする。(２)計画準備業務計画書作成、部材番号図の作成・修正、現地踏査及び関係機関との協議資料作成等を行う。(３)橋梁点検点検要領に定めた方法により、橋梁点検車あるいは脚立及び梯子等を用いて、橋梁点検を近接目視にて行うとともに、点検対象部材の部材単位での健全性の診断と径間毎及び橋梁毎の健全性の診断を行う。(４)新技術等活用の検討定期点検においては、「新技術利用のガイドライン(案)国土交通省」を参考にするとともに、利用する新技術は、「点検支援技術 性能カタログ(案)国土交通省」に記載されている仕様確認が行われた技術から選定することを基本とし、有用な新技術を積極的に活用するための検討を行い、調査職員と協議のうえ、採用する点検方法を決定した後に定期点検を行うものとする。(５)機能保全計画策定(健全度把握及び維持管理の方針設定)健全度の把握及び日常的な維持管理、コスト縮減に係わる基本方針を設定するものとする。また、損傷の劣化予測手法について検討を行う。(対策工法・対策時期等の検討)各部材の劣化を予測し、将来の健全度を評価したうえで対策工法の検討を行う。また、路線や橋梁の重要性に応じて管理水準を設けたうえで維持管理シナリオを決定し、対策時期について検討を行う。(LCCの算定)維持管理シナリオに対応したLCCを算出する。(機能保全計画の策定及び効果)機能保全計画の策定にあたっては、将来の劣化予測を把握したうえで複数の予算計画(案)に対する実現可能な最適案を抽出する。これらの検討結果をもとに機能保全計画をとりまとめるものとし、以下の内容を含むものとする。・長寿命化対策における基本方針・費用の縮減に関する具体的な方針・構造物の諸元・直近における点検結果及び次回点検年度・対策内容・対策の着手、完了年度・対策に係る全体概算事業費また、機能保全計画の策定によるコスト縮減効果を検証し、妥当性の評価を行う。第５条 打合せ協議打合せ協議は、点検診断業務及び計画策定業務ともに初回打合せ、中間打合せ1回、最終打合せ(成果品納入前)の計3回とし、初回打合せ及び最終打合せ、重要な打合せを行う場合は管理技術者が出席する。第６条 報告書作成本業務の検討結果をとりまとめ報告書を作成する。 ・業務報告書(紙媒体１部、電子納品２枚(正・副))・点検調書(調査記録表、現状写真)・その他 調査員の指示するもの第７条
