入札保証金次の算式により算出して得た金額の100分の5に相当する金額(当該金額に1円未満の端数があるときは、その端数金額を切り上げた金額)以上の額とする。ただし、新潟県を被保険者とする入札保証保険契約を保険会社との間に締結した場合は免除する。入札書記載金額×100分の110 (入札書と同時に提出すること)8 契約保証金契約金額の100分の10に相当する金額(当該金額に1円未満の端数があるときは、その端数金額を切り上げた金額)以上の額とする。ただし、財務規則第44条第1号又は第2号に該当する場合は、免除する。なお、処分業者と収集運搬業者が業務提携する場合、それぞれが新潟県と処分業務又は収集運搬業務に係る契約を締結するものとし、それぞれが契約金額の100分の10に相当する金額以上を納付する。9 落札者の決定(1)本公告に示した入札参加資格を有する者であって、財務規則第54条の規定に基づいて設定された予定価格の制限の範囲内で最低価格をもって有効な入札を行った者を落札者とする。(2)落札となるべき同価の入札をした者が2人以上ある場合には、くじにより先順位の落札者を決定する。この場合において、当該入札者のうち出席しない者又はくじを引かない者があるときは、当該入札事務に関係のない職員に、これに代わってくじを引かせ落札者を決定する。(3)入札の結果、落札者の無い場合は、地方自治法施行令167条の2第1項第8号の規定により、入札者のうち入札額の低いものから順に、発注者が指定する者と見積合わせを行ったうえで、予定価格の範囲内で随意契約により契約を締結する。その他は入札説明書による。10 無効入札本公告に示した入札参加資格のないものがした入札及び入札に関する条件に違反した入札は無効とする。11 契約の締結当該入札に付する業務に係る委託契約の締結については、3に記載の業務提携の構成員それぞれと収集運搬業務又は処分業務に係る契約を締結するものとする。ただし、落札者が単独の業者である場合は、この限りでない。12 その他(1)暴力団の排除① 暴力団等の排除に関する誓約書については入札説明書による。② 契約の履行にあたり暴力団関係者から不当介入を受けた場合、警察及び新潟県へ通報報告を行うこと。(2)入札参加資格確認申請書等の取扱い① 入札参加資格確認申請書等の作成に要する費用は、提出者の負担とする。② 提出された入札参加資格確認申請書は、提出者に無断で使用しない。③ 提出された入札参加資格確認申請書は返還しない。(3)その他①
