別紙仕様書の規格品質と同等以上の品であることがわかるように必要事項をもれなく記載するとともに、記載事項を証明できるカタログ等を添付すること。(2)入札者は、上記(1)の書類等について、開札日の前日までの間において、説明を求められた場合は、これに応ずるものとする。(3)入札参加要件の審査提出書類等に基づき審査を行い入札参加の可否を決定する。審査の結果、不適合となった場合は入札に参加することができない。審査結果については、令和6年10月25日(金)午後1時30分以降に後記12に問い合わせること。4 入札及び開札の方法(1)前記1の開札の日時及び場所に参集し、入札書(別添入札書の様式を使用)を提出すること。なお、代理人が入札に参加する場合は、入札時刻までに別添委任状を提出の上、入札書に代理人の氏名を記載、委任状の使用印と同じ印鑑を押印すること。また、入札に参加する際、次のものを持参すること。・ 資金管理料金(消費税課税済金額)(4)落札価格(契約金額)は、入札書に記載された金額から、リサイクル料金等を除いた金額の100分の10に相当する額を加算した金額(当該金額に1円未満の端数があるときは、その端数金額を切り捨てるものとする。)にリサイクル料金等、自賠責保険料及び自動車重量税を加算した額とする。(5)入札者は、一旦提出した入札書の書換え、又は、撤回することができない。(6)開札をした場合において、入札金額のうち新潟県財務規則(昭和57年新潟県規則第10号)第54条の規定に基づいて作成された予定価格(以下「予定価格」という。)の範囲内の価格の入札がないときは、再入札を行うものとする。なお、書留郵便により入札を行った者については、再入札に参加する意思がないものとみなす。(7)後記5の各号のいずれかに該当する無効入札をした者は、再入札に加わることができない。(8)再入札を行うこととなった場合は、初回入札結果公表後、入札執行職員が口頭で通知した時刻に再入札書を提出すること。(9)再入札は1回とし、落札者のない場合は地方自治法施行令第167条の2第1項第8号の規定により、最終の入札において有効な入札を行った者のうち、最低金額を記載した入札者等と随意契約の交渉を行うことがある。5 入札の無効次の各号に該当する入札は、これを無効とする。(1)入札公告に定めた資格のない者のした入札又は代理権の確認を受けない代理人のした入札(2)入札書の記載事項のうち、入札金額、入札者の氏名その他主要な事項が識別し難い入札(3)同一の入札者が2以上の入札をしたときは、その全部の入札(4)脅迫その他不正の行為によってした入札(5)再入札を行うこととなった場合において、初回入札最低価格以上の価格を記載した入札(6)入札者が不当に価格のせり上げ、又は、せり下げる目的をもって連合その他不正の行為をしたと認められるときは、全部の入札(7)入札書を郵送する場合において、書留郵便以外によってした入札、又は、新潟県南魚沼地域振興局に開札日時までに到着しなかった入札(8)その他入札に関する条件に違反した入札以上の入札の効力は、入札執行職員が決定する。この場合当該入札者はその決定に対し異議を申し立てることはできない。6
