業務内容本業務は、本市が指定する道路清掃業者が搬入する廃棄物(本市建設局が管理する道路で路面清掃車(一般的に「ロードスイーパー」と呼ばれるもの)による清掃業務で収集した塵埃等。別紙参照)を、「廃棄物の処理及び清掃に関する法律」(以下「廃掃法」という。)及び関係法令に従い、処分するものである。２ 契約期間令和７年４月１日から令和８年３月３１日まで３ 予定数量年間の予定数量は、500m3とする。ただし、予定量であり変動することがある。４ 用語の定義本仕様書における用語の定義は、以下のとおりとする。(１)「処分業の許可」とは、廃掃法第14条第6項による許可をいい、「許可証」とは、これを証するものをいう。(２)「土木みどり事務所等」とは、北部土木みどり事務所、左京土木みどり事務所、東部土木みどり事務所、南部土木みどり事務所、西部土木みどり事務所、京北・左京山間部土木みどり事務所、西京土木みどり事務所、伏見土木みどり事務所及び土木管理課をいう。５ 本業務の受託者(以下「受託者」という。)は、土木みどり事務所等が、それぞれに契約している道路清掃業者により本市建設局が管理する道路で路面清掃車(一般的に「ロードスイーパー」と呼ばれるもの)を用いて収集した塵埃等の廃棄物を、廃掃法及び関係法令に従い処分すること。(２) 上記廃棄物については、巨大なゴミ等を道路清掃業者にて取り除き、軽量なゴミ等は混載状態とする。(別紙参照)(３) 産業廃棄物の処分は、５の許可証に記載された施設において行わなければならない。(４)受託者が当該産業廃棄物中間処理後の残さの最終処分の処分業の許可を有していない場合は、最終処分を当該産業廃棄物の処分業の許可を有している者に委託しなければならない。(５)受託者は、道路清掃業者が廃棄物を収集運搬する前に、土木みどり事務所等又は道路清掃業者から、写真等の資料により当該廃棄物が受け入れ可能かどうかの確認を依頼された場合には、廃棄物の状態を確認し、受入可能かどうか判断し、土木みどり事務所等又は道路清掃業者に速やかに回答すること。７ 資格条件等の確認(１)受託者は、契約時に、許可証の写しを土木管理課に提出すること。(２)受託者は、当該産業廃棄物中間処理後の残さの最終処分を委託する場合は、委託先が有する最終処分の許可証の写し、当該委託者に処分を委託していることが証明できる文書等(委託契約書の写し等)を土木管理課に提出すること。８ 立入検査受託者が本仕様書の定めのとおり業務を行っていることを確認するため、受託者敷地内及びその他必要な場所に本市職員が立ち入り、検査ができるものとし、受託者は、これを拒むことができない。９ 報告・提出書類(１)当該産業廃棄物が適切に処分されていることを証明するため、排出事業者に送付すべき産業廃棄物管理票(マニフェスト)の写しについては、廃掃法に基づき必要事項を記載等し、担当する土木みどり事務所等に送付すること。(２)受託者は、当月分の搬入日ごとの搬入量(m3)(各土木みどり事務所別)、完了報告書(様式１)、請求書及びその他指示するものを、翌月14日までに土木管理課に提出すること。１０ 支払方法支払は、毎月の処理量に契約単価を乗じた額を、京都市の指定する方法により請求すること。１１ 損害の負担等本業務の履行に伴う損害、事故及び負傷等に関して、京都市は一切の責任を負わない。１２ 再委託の禁止受託者は、本業務の全部又は一部を第三者に委託してはならない。ただし、６の(４)の委託は、この限りではない。１３
