Eligibility to Participate in the Competition (1) Applicants must not fall under the provisions of Articles 70 and 71 of the Budget, Accounting and Auditing Ordinance (Imperial Ordinance No. 165 of 1947; hereinafter referred to as the "Budget and Accounting Ordinance"). (2) Among the qualifications to participate in the general competitive bidding (designated competitive bidding) for the Ministry of Defense in fiscal years 2023 and 2024 (hereinafter referred to as "Qualification to participate in the Ministry of Defense competitive bidding"), the person has been given a grade rating in "Electricity" and wishes to participate in the competitive bidding for the South Kanto Defense Bureau (in the case of a person for whom a petition for the commencement of reorganization proceedings has been filed under the Corporate Reorganization Act (Act No. 154 of 2002) or a person for whom a petition for the commencement of rehabilitation proceedings has been filed under the Civil Rehabilitation Act (Act No. 225 of 1999), the person must have been re-rated in the grade after the decision to commence the proceedings has been made).
