に行うためには、本システムのシステム構成（提供機能、プログラムソース 及びデータ等）を理解していること、及び基本ソフトウェアである活文MIEに ついて熟知している必要がある。又、機能追加を行うためにはプログラム修正 及び動作検証を行うことが可能な同等の開発環境が必要である。 特定事業者は、本システムを開発し本業務に必要とされているシステム構成 の理解、及び本システムに係るファンディングの業務知識を十分に理解してい るだけでなく、本システムの基本ソフトウェアである活文MIEの製造元でもあ る。又、自社に開発環境も有しており機能追加に伴うプログラム修正及び動作 検証を行うことができる唯一の者であると判断する。 これらの理由により、特定事業者を契約の相手方とする契約手続きを行う予 情報システムの設計・構築・運用・保守・廃棄等の工程において、JSTの 意図しない変更や機密情報の窃取等が行われないことを保証する管理が、一貫 した品質保証体制（例えば、品質保証体制の責任者や各担当者がアクセス可能 な範囲等を示した管理体制図や第三者機関による品質保証体制を証明する書類 等で説明できる）の下でなされていること。 (b) 情報システムにJSTの意図しない変更が行われるなどの不正が見つかった ときに、追跡調査や立入検査等、JST及びJSTが指定する組織等と連携して原因 を調査し、排除するための手順及び体制（例えば、運用・保守業務におけるシ ステムの操作ログや作業履歴等を記録し、JSTから要求された場合には提出さ せるようにするなど）を整備していること。 2.受注者の資本関係・役員・受注業務に係る要員に関する情報提供
