Uitgangspunt van dit vervoerssysteem is dat de Gemeente de voorwaarden faciliteert die nodig zijn voor het vervoer van inwoners van de gemeente Borne aanvullend op andere vervoersoplossingen zodat de inwoners ongeacht de beperking of handicap deel kunnen nemen aan de samenleving. Het vervoer is een aanvulling op het reizen met eigen oplossingen, openbaar vervoer, vrijwilligersinitiatieven en/of vervoer vanuit een zorgaanbieder om zelfstandig te kunnen reizen. Het betreft het vervoer van adres naar adres of van adres naar adres van een halte (en of andersom) van het openbaar vervoer (bijvoorbeeld het treinstation Borne). De vervoerder organiseert zowel de ritaanname, planning van het vervoer en het vervoer van de inwoner als de eventuele klachtenafhandeling. De reiziger betaalt zelf de rit. Het is aan de vervoerder op welke wijze de ritten in rekening worden gebracht bij de reiziger (vooraf, tijdens de rit of achteraf facturatie). De Gemeente kan een inwoner een indicatie geven voor een bepaald aantal (gedeeltelijk) door de Gemeente te betalen kilometers. De aanbesteding betreft zowel een algemene voorziening als een maatwerkoplossing. Binnen de algemene voorziening betaalt de reiziger zelf aan de vervoerder de kosten voor het vervoer.
