The Roadmap will draw from a stakeholders’ assessment and systems interoperability strategywhich are under elaboration.The Roadmap should cover all the fifteen (15) Member States of the ECOWAS region and it should includethe following:a) In consideration of Member States’ existing fID systems and capacities, undertake a stakeholders’consultation with the view to articulate strategic and sequenced pathways for (i) countries toutilise their fID systems to implement the ENBIC and (ii) individuals to use their fID credentials as astepping stone towards obtaining an ENBIC, for consideration by the fID institutions.b) Elaborate the functions of the stakeholders responsible for the planning, design, development,deployment, operations, and life cycle management of the ENBIC, including the institutionalcoordination mechanisms in place for the management of the ENBIC.c) Elaborate the legal and institutional considerations for implementing the pathways from fIDsystems and fID credentials to the ENBIC, bearing in mind the Member States identificationlegislation, regulations and regional obligations as contained in the Decision of 1st December 2014relative to the Travel Certificate for ECOWAS Member States.d) Proffer recommendations of the digital infrastructure and equipment requirement – for example,the smart card readers, data entry devices, for implementing the pathways from fID systems andfID credentials to the ENBIC.e) Detail the potential risks, general resource requirements associated with the pathways processes,and metrics for measuring the Member States progress towards delivering the ENBIC to thecitizens.The engagement commences from contract effective date for a period of three (3) months. The paymentsshall be done in line with contract’s schedule.The ECOWAS Commission now invites eligible consulting firms (“Consultants”) to indicate their interest inproviding the Services. Interested Consultants should provide information demonstrating that they have therequired qualifications and relevant experience to perform the Services. Key Experts will not be evaluated atthis stage.The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the WorldBank’s “Procurement Regulations for IPF Borrowers”: Procurement in Investment Project Financing – Goods,Works, Non-Consulting and Consulting Services, July 2016, revised November 2017, setting forth the WorldBank’s policy on conflict of interest in Consulting Services.Consultants may associate with other firms to enhance their qualifications but should indicate clearlywhether the association is in the form of a joint venture and/or a sub-consultancy.
