Demand: Tenderers must have their tax, payroll tax and VAT payments in order in accordance with the legal provisions and the tenderer must not have significant arrears. Any arrears or other irregularities must be justified. Documentation requirement: Tenderers shall document the requirement through the certificate "Information on tax and duties". The certificate shall be of the type "RF-1507" and not "RF-1316". Tenderers can order this in Altinn on behalf of their business. When ordering, state Ålesund municipality as the copy recipient, so that the contracting authority gets a copy of the certificate directly to its inbox in Altinn. Read about the certificate here: https://www.skatteetaten.no/skjema/opplysninger-om-skatt-og-avgift/ NOTE! After the tenderer has sent the tender in TendSign, the tenderer will automatically receive a request from Altinn for consent to share tax information. This consent only applies to information in accordance with "RF-1316". This is not sufficient, as the requirement in this competition is information in accordance with "RF-1507". Tenderers can, therefore, ignore the enquiry in Altinn and instead order the certificate as described above. Use of this criterion: Used Criterion: Type: Economic and financial standing Name: Credit rating Description: Demand: Tenderers must have the financial capacity to execute the contract. The tenderer is required to be credit worthy, minimum A, in accordance with Dun & Bradstreet ́s service riskguardian suite (https://riskguardian.bisnode.no), or have the financial capacity to execute the contract based on the contracting authority ́s discretion. Documentation requirement: The Contracting Authority will carry out their own assessment of the supplier's finances through RiskGuardian Suite. Tenderers can enclose other necessary information if they believe that RiskGuardian Suite does not provide a correct picture of the financial situation. The RiskGuardian Suite service includes all Nordic countries. As a general rule, the Contracting Authority will not accept credit ratings from other company and accounting information systems than RiskGuardian Suite due to equal treatment of the tenderers. Foreign tenderers outside the Nordic countries will, however, use and accept credit appraisal through Dun & Bradstreet ́s service Credit (https://credit.dnb.com/). Tenderers that the contracting authority cannot find a RiskGuardian Suite (or Credit for suppliers outside the Nordic countries), e.g. newly established tenderers who have not built up a basis for a credit rating, must enclose a declaration/guarantee from a parent company/owner/bank or similar financing institutions, regarding the company's financial and economic position. Use of this criterion: Used Criterion: Type: Other Name: The tenderer fulfils the stated qualification requirements: Description: All the necessary selection criteria specified in the notice or in the procurement documents mentioned in the notice are fulfilled. Use of this criterion: Used Criterion: Type: Suitability to pursue the professional activity Use of this criterion: Not used Criterion: Type: Technical and professional ability Use of this criterion: Not used 5.1.10. Award criteria Criterion: Type: Price Name: Price Description: Collecting and bringing services: Tenderers shall price costs for collecting and bringing services in the price form. Tenderers shall choose respectively. "Price form - Nordre" or "Price form - Søre", depending on what sub-contract the tender is submitted for. Tenderers shall fill in the attached Price Form in their cost calculations and submit as an annex to the tender in Excel formal. All fields in the attached price form marked with yellow shall be completed. Missing the price fields can cause difficulties in assessing the tender and the tender can then be rejected. All prices are in NOK, excluding VAT, including all direct or indirect expenses and duties that could be incurred in connection with the delivery. Order fees and invoice fees are to be seen as expenses. The prices shall include all costs for the customer who is included in this competition. Costs that the tenderer knows will be incurred, but that are not specifically stated in the tender, will be seen as included in the stated costs. The price for collecting and bringing services also includes ferry and barrier. Attention is defined as the number in the price form is theoretical figures and the contracting authority is not bound by the estimates. Furthermore, please note that the prices stated here will be fixed in future mini-competitions and will be a part of the price assessment in mini-competitions where collecting and bringing services shall be used. Submitted prices for collecting and bringing services cannot be price regulated in the contract period. Evaluation: When assessing the price, a hybrid model with break point 1 will be used. The attached template for the evaluation model is attached. Best solution will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution. Weight (percentage, exact): 30 Criterion: Type: Quality Name: Description of the tenderer's routines Description: It is important for the contracting authority that the tenderer has a robust organisation, with suitable routines for safeguarding the obligations included in this agreement. The contracting authority will therefore evaluate the tenders based on the tenderer ́s description of their routines. Suppliers are particularly encouraged to mention the following points: What routines the tenderer has for administration of assignments. What routines the tenderer has for receipt and follow-up of any deviations. The contracting authority will also emphasise if there are other aspects of the tenderer ́s routines that can add value to the cooperation. This can, for example, be the number of associated workshops, number of employees, certifications etc. The response shall be maximum 3 A4 pages. The response shall not include a cover page or table of contents. Any pages after page 3 will not be evaluated. Any links (websites etc.) and attached brochures will not be considered in the evaluation. Evaluation: This award criteria will be assessed based on the tenderer ́s description of the award criteria. A total procurement assessment of the described system will be carried out during the evaluation. Best solution will be awarded the highest score (10). Other solutions will be awarded a point score relative to the best solution. Weight (percentage, exact): 70 Criterion: Type: Quality Name: Environment Description: The contracting authority uses the exclusion provisions in PPR § 7-9 fourth paragraph, and has replaced the award criteria in accordance with the second link with climate and environmental requirements in the requirement specification. It is considered clear that this gives a better climate and environmental effect, and this is justified below. In DFØ ́s guidelines on climate in public procurements, refer to various examples of procurements where it is clear that climate and environmental requirements in the requirement specifications provide better climate and environmental effect than by taking climate and environmental considerations into account in the award criteria. It is stated in chapter 10.2 that the most central climate and environmental measure for the procurement of vehicles is to ensure that the vehicles are emission-free. Thus, it has a greater climate and environmental effect to procure emission-free vehicles than procuring a fossile vehicle, awarding other climate and environmental considerations, such as energy efficient tyres. The aim of the new environmental regulation is to reduce the procurement ́s total climate footprint or environmental impact. It will have a clearly better climate and environmental effect that the contracting authorities prioritise alterations to emission-free vehicles over other climate and environmental considerations. Since a framework agreement shall be signed for the procurement of emission-free vehicles, the exclusionary provision in the Public Procurement Regulations § 7-9, the fourth paragraph, the first period will apply.
