Description of the procurement Oslo Municipality will establish a Dynamic Purchasing System for the procurement of security guard services. The contract will have an estimated value of NOK 60 million per annum, when all the entities in Oslo Municipality use this Dynamic Purchasing System to procure security guard services. This estimate is based on the accounting figures in recent years, and it is only a guideline that does not involve any obligations for the Contracting Authority. Several of the entities in Oslo Municipality currently have ongoing contracts for security guard services, so these will only use the Dynamic Purchasing System when the existing contracts expire. Suitability to pursue the professional activity, including requirements relating to enrolment on professional or trade registers List and brief description of conditions: Requirement 1: Tenderers must be a legally established company. Documentation requirement 1: Norwegian tenderers: Company Registration Certificate Foreign companies: verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established. Requirement 2: Tenderers must have a licence to carry out security guard services. Documentation requirement 2: Licence issued by the licencing and control authority (cf. LOV-2001-01-05-1, Security Guard Services Act and regulations). III.1.2. Economic and financial standing List and brief description of selection criteria: Requirement: Tenderers must have sufficient financial capacity to carry out the assignment/contract. A credit score of “credit worthy” will be sufficient. If a company has a lower credit score, an assessment can be still made as to whether the tenderer has sufficient financial capacity based on detailed information/the reason for the low credit score. Documentation requirement: The company's last annual financial statements including notes, the Board's Annual Report and Audit Report, as well as new information of relevance to the company's fiscal numbers. The Contracting Authority reserves the right to obtain credit ratings from Experion on its own initiative. III.1.3. Technical and professional ability List and brief description of selection criteria: Requirement 1: Tenderers must have very good experience from providing security guard services. Documentation requirement 1: A short description of the most important deliveries in the last 3 years, including information on the contract´s value, delivery date, number of delivery places and the name of the Contracting Authority, as well as a description of the assignment´s content. Requirement 2: Tenderers must have implemented an environmental management system. This means that the tenderer must have methods for working actively and systematically to reduce negative environmental impact from activities related to the security guard services. Documentation requirement 2: A description of the tenderer's environmental management measures. If a tenderer has certificates from EMAS, ISO 14001 or Miljøfyrtårn, these can be presented as documentation. III.2. Conditions related to the contract III.2.2. Contract performance conditions The contractual relationship will be regulated by NS 8434:2008 General provisions for manual security guard services. The Contracting Authority would like to put particular attention on the following points that are included in the contract formula. — tenderers cannot, as a main rule, have more than one link in the chain of sub-suppliers under them, — the contract work must mainly be carried out by permanent employees in at least an 80 % position, — assignments worth more than 1 000 000 NOK and/or of 6 months duration must, as a minimum, have 10 % of the hours worked carried out by apprentices. Tenderers are obliged to meet the requirements for wages and working conditions in public contracts, dated 8.2.2008. — the personnel at tenderers who submit a tender must be authorised and/or cleared at a sufficient level for security graded procurements, — when an assignment requires the use of transport, transport must be used that has the lowest possible environmental impact.
