Pakistan - Analytical Work for Ministry of Railways and Pakistan Railways PakistanRailways (PR) is a Federal Government Department operating under the Ministryof Railways (MoR). The World Bank (WB) will support the Government ofPakistan to i) mobilize private capital in the transport sector to meetincreasing infrastructurefinancing needs and ii) decarbonize the transport sector, as the transportsector is the third largest contributor to GHG emissions in the country. 1. The Ministry of Railways has requested the WorldBank to provide technical assistance for i) the Development of the Railways PPPFramework, and Updated Track Access Policy for Pakistan Railways ii) the CapacityBuilding of Ministry of Railways and Pakistan Railway officials in public-private partnerships iii) Reviewing the existing list of MoR PR tentative PPPprojects and recommending viable projects and their possible PPP structures iv)Reviewing the Business Plan for Pakistan Railways and v)Modernization restructuring of Pakistan Railways Freight Business.Theobjective of this assignment is to enable the Railways to assist in thedecarbonization of the freight sector in Pakistan by (i) increasing rail share infreight movement; (ii) increasing private sector participation in operations ofRailways; (iii) bringing efficiency in MoR PR through enhanced capacity in PPPsand freight business; and (iv) improving coordination between relevantstakeholders for PPPs. 90 - CONTRACT CONSULTANTS WORLD BANK(WB) PK - Pakistan Tender Notice International Competitive Bidding 0002011850 Pakistan GT-108775044
