Background The Department of Environment of Natural Resources (DENR) through the National Forest Development Office (NFDO) implemented the Forestry Sector Project (FSP) Phase 1 in 1993 until the end of 2003 with financial assistance from the Japan Bank for International Cooperation (JBIC).
