The PROVINCE OF SAMAR, through 2024 Annual Fund intends to apply the sum of ONE MILLION SIX HUNDRED SEVENTY-SEVEN THOUSAND SEVEN HUNDRED THIRTY PESOS (P1,677,730.00) being the ABC to payments under the contract for Cluster 24-47 Supply of Food Stuff for Hospitals. Bids received in excess of the ABC shall be automatically rejected at bid opening. 2. The PROVINCE OF SAMAR now invites bids for the above Procurement Project. Delivery of the Goods shall be made by the supplier in accordance with the terms specified in Section VI (Schedule of Requirements) of Philippine Bidding Documents. Bidders should have completed, within five (5) years from the date of submission and receipt of bids, a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Prospective Bidders may obtain further information from the Office of the BAC Secretariat, Capitol Compound, Catbalogan City and inspect the Bidding Documents at the said address during office hours. 5. A complete set of Bidding Documents may be acquired by interested Bidders from October 21, 2024 to November 12, 2024 from the BAC Office, Capitol Compound, Catbalogan City, and upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of : Project Name Bid Docs Fee Lot 1 - Supply of Food Stuff Gandara District Hospital - P4,500.00 Project ABC : P1,199,810.00 Lot 2 - Supply of Food Stuff Tarangnan Community Hospital - P500.00 Project ABC : P477,920.00 The Procuring Entity shall require the bidder to present its proof of payment for the fees personally or through his duly authorized representative. 6. The PROVINCE OF SAMAR will hold a Pre-Bid Conference on October 29, 2024, at 10:00 o’clock in the morning at BAC Office, Capitol Compound, Catbalogan City, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat personally or through its duly authorized representative at BAC Office, Capitol Compound, Catbalogan City on or before 10:00 o’clock in the morning, November 12, 2024. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. 9. Bid opening shall be on November 12, 2024 @ 10:00 o’clock in the morning at BAC Office, Capitol Compound, Catbalogan City. Bids will be opened in the presence of the bidders’ representatives who choose to attend the activity. 10. The PROVINCE OF SAMAR reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
