The DepEd, Schools Division of Camarines Sur now invites technically, legally and financially capable suppliers for the said project. 3. The Procurement procedure for this requirement is Negotiated Procurement - Two-Failed Bidding pursuant to Section 53.1 of 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. The selection of the successful offer shall be based on the best and final offer that will be submitted on the set deadline by the BAC and which would meet the minimum technical specifications required. 4. Prospective Suppliers may obtain further information from DepEd Schools Division Office of Camarines Sur (Procurement Office) at the address given below from October 21-29, 2024 Monday to Friday, 8:00 a.m. to 4:00 p.m., EXCEPT during HOLIDAYS. 5. Delivery Receipts (DR) / Invoices bearing Lot No. and Expiry Date For the purpose of constituting a quorum, both the physical and virtual presence of the BAC members shall be considered pursuant to GPPB Resolution No. 09-2020. 8. The Winning Supplier shall post a Performance Bond five percent (5%) in the form of Cash, Cashier‘s check, Manager’s check, Bank draft/guarantee confirmed by a universal or Commercial Bank or Irrevocable letter of credit issued by a Universal or Commercial Bank or thirty percent (30%) in case of Surety Bond. And shall provide a Bank Account for payment preferably a Land Bank account. 9. The DepEd, Schools Division of Camarines Sur reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders. 10.
