The Department of Health -Center for Health Development-Cordillera Administrative Region (DOH-CHD-CAR), through the Sub Allotment Advice (SAA 2024-02-00987), intends to apply the hereunder amounts being the Approved Budget for the Contract (ABC) of One Million Pesos Only (Php 1,000,000.00) to payment under the contracts for Procurement of Infrastructure Projects for the COMPLETION/ UPGRADING/ IMRPOVEMENT OF CHUMANG BHS, Mayoyao, Ifugao. The Department of Health -Center for Health Development-Cordillera Administrative Region (DOH-CHD-CAR) now invites bids for the above Procurement Projects. Completion of Works is required to be completed as indicated above. Bidders should have completed a contract similar to the Project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II (Instructions to Bidders). 3. Bidding will be conducted through open competitive bidding procedures using a non-discretionary “pass/fail” criterion as specified in the 2016 revised Implementing Rules and Regulations (IRR) of Republic Act (RA) No. 9184. 4. Interested Bidders may obtain further information from Department of Health -Center for Health Development-Cordillera Administrative Region (DOH-CHD-CAR) Office and inspect the Bidding Documents at the address given below from Mondays to Fridays, 8:00am to 5:00pm. 5. A complete set of Bidding Documents may be acquired by interested Bidders on October 12, 2024 to November 4, 2024 from 8:00am to 5:00pm, Mondays to Fridays and before 9:30 AM of November 5, 2024 from the given address and website below upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB. The Procuring Entity shall allow the bidder to present its proof of payment for the fees in person or through electronic means. 6. The Department of Health -Center for Health Development-Cordillera Administrative Region (DOH-CHD-CAR) will hold a Pre-Bid Conference on October 21, 2024 10:00 A.M at DOH-CHD-CAR Regional Training Center, which shall be open to prospective bidders. 7. Bids must be duly received by the BAC Secretariat through manual submission at the Department of Health – Center for Development – Cordillera Administrative Region (DOH-CHD-CAR) indicated below on or before November 5, 9:30 A.M. Late bids shall not be accepted. 8. All Bids must be accompanied by a bid security in any of the acceptable forms and in the amount stated in ITB Clause 14. The bidder shall submit a Bid Securing Declaration, or Any form of Bid Security, in an amount not less than the required percentage of ABC in accordance with the following schedule: Form of Bid Security Amount of Bid Security (Not less than the required percentage of the ABC) a.) The Department of Health -Center for Health Development-Cordillera Administrative Region (DOH-CHD-CAR) reserves the right to reject any and all bids, declare a failure of bidding, or not award the contract at any time prior to contract award in accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
